Join our team as a Site Safety and Health Officer and continue your career In this role the successful candidate is responsible for managing, implementing and enforcing the Health and Safety Program within Joint Base Pearl Harbor Hickam in accordance with the accepted Accident Prevention Plan and company safety policies.
Responsibilities
What You'll Get To Do:
- Maintain overall responsibility for the safety program at Joint Base Pearl Harbor-Hickam (JBPHH).
- Conduct daily safety and health inspections and maintain a written log which includes area/operation inspected, date of inspection, identified hazards, recommended corrective actions, estimated and actual dates of corrections. Attach safety inspection logs to the Contractors' daily production report.
- Conduct safety meetings to review past activities, plan for new or changed operations, review pertinent aspects of appropriate AHA (by trade), establish safe working procedures for anticipated hazards, and provide pertinent Safety and Occupational Health (SOH) training and motivation.
- Conduct mishap investigations and complete required accident reports. Report mishaps and near misses.
- Document meeting minutes to include the date, persons in attendance, subjects discussed, and names of individual(s) who conducted the meeting.
- Maintain documentation on-site and furnish copies to the Contracting Officer on request. Notify the Contracting Officer of all scheduled meetings 7 calendar days in advance.
- Maintain applicable safety reference material on the job site.
- Attend the pre-construction meeting, pre-work meetings including preparatory meetings, and periodic in-progress meetings.
- Prepare the written site-specific APP in accordance with the format and requirements of EM 385-1-1, Appendix A, and as supplemented in the contract. Cover all paragraph and subparagraph elements in EM 385-1-1, Appendix A.
- Review the APP and AHAs for compliance with EM 385-1-1, and approve, sign, implement and enforce them.
- Establish a Safety and Occupational Health (SOH) Deficiency Tracking System that lists and monitors outstanding deficiencies until resolution.
- Ensure subcontractor compliance with safety and health requirements.
- Maintain a list of hazardous chemicals on site and their material Safety Data Sheets (SDS).
- Maintain a weekly list of high hazard activities involving energy, equipment, excavation, entry into confined space, and elevation, and be prepared to discuss details during QC Meetings.
- Provide and keep a record of site safety orientation and indoctrination for Contractor employees, subcontractor employees, and site visitors.
- Should any severe hazard exposure (i.e. imminent danger) become evident, stop work in the area, secure the area, and develop a plan to remove the exposure and control the hazard. Notify the Contracting Officer within 24 hours of discovery. Eliminate and remove the hazard. In the interim, take all necessary action to restore and maintain safe working conditions in order to safeguard onsite personnel, visitors, the public (as defined by ASSP A10.34), and the environment.
- Conduct facility surveys (staff assistance visits and audits) to evaluate the effectiveness of local programs and identify areas of nonconformance or potential liability for the program. Interface with the Corporate safety manager to ensure compliance with corporate safety requirements.
- Assist management in developing and implementing Action Plans, leading to successful mitigation or elimination of adversities and technical reviews of safety issues and identify safety concerns.
- Develop Job Hazard Analysis for hazards present in the work environment.
- Have familiarity with quality principles and techniques, knowledge and experience in planning safety activities, conducting objective evaluations of activities and work products from management and the work force, reviewing plans and other work products.
- Conduct on site monitoring and keep management informed of progress and attainment of desired professional guidance and advice regarding conformance with current and anticipated worker protection and safety standards. Reviews current and updates worker protection laws, standards, and regulations and identifies requirement changes to management.
- Develop and implement programs to address new requirements by facilitating corporate-directed policies.
- Maintain the status of all tasks through regular meetings or correspondence with the program’s designated Supervisors, Key Personnel, and subcontractors.
- Demonstrate effective oral and written communication.
- Review job requirements and identify to management those work processes with known inherent occupational exposures that can adversely impact the employee's. Compile and analyze accident, injury, and property loss data to identify root-cause relationships and trends that can adversely impact workers' compensation costs.
- Assist management with formulating Corrective Action Plans to reduce incidents and lower insurance-related costs and review operational plans and specifications for project start-ups or close-outs to ensure that appropriate safety and health considerations are addressed, and requirements are carried out.
- Develop and support the achievement of performance metrics for the project.
- Other duties and assignments as assigned.
Qualifications
You'll Bring The Following Qualifications:
- Meets the requirements of EM 385-1-1 Section 1.
- Possess a minimum of 5 years of construction industry safety experience on similar projects.
- Completed a 30-hour OSHA construction safety class or equivalent within the last 5 years.
- Completed a 40-hour Construction Safety Hazard Awareness Course based on the content and principles of EM 385-1-1, and instructed in accordance with the guidelines of ASSP Z490.1, by a qualified trainer.
- Possesses an average of at least 24 hours of formal safety training each year for the past 5 years with training for competent person status in at least Four (4) of the following competencies: excavation; scaffolding; fall protection; hazardous energy; confined space; health hazard recognition, evaluation and control of chemical, physical and biological agents; personal protective equipment and clothing to include selection, use and maintenance.
- Possess Construction Health & Safety Technician (CHST) certification.
- Familiarity with the requirements of USACE EM 385-1-1, and experience in the areas of hazard identification, safety compliance and sustainability
- Current Basic First Aid/CPR/AED training
Knowledge, Skills and Abilities:
- Thorough knowledge of current OSHA and EM 385-1-1 standards.
- Skills in operating a personal computer and standard office equipment.
- Knowledge of a variety of computer software applications in word processing, spreadsheets, database, (MSWord, Excel, Access, PowerPoint), and Outlook.
- Ability to write clearly and informatively; edit work for spelling and grammar; vary writing style to meet needs; present numerical data effectively; able to read and interpret written information.
