Job Summary

The City of Boston is seeking a skilled and experienced Wastewater Treatment Plant Superintendent to oversee operations, maintenance, and staff management at the city’s wastewater treatment facilities. This key leadership role is responsible for ensuring safe, compliant, and efficient plant operation, meeting environmental and regulatory standards, and optimizing treatment processes. The Superintendent will work closely with city management, regulatory bodies, engineering teams, and community stakeholders to support sustainable water resources management and environmental protection goals.

Key Responsibilities

  • Operations Management
  • Oversee daily operations of the wastewater treatment plant to ensure efficient and compliant treatment processes.
  • Monitor plant performance, analyzing data to optimize process control and resource management.
  • Develop, implement, and update standard operating procedures (SOPs) and safety protocols for plant operations and maintenance

  • Regulatory Compliance
  • Ensure the plant meets all local, state, and federal regulatory requirements, including those from EPA and MA DEP.
  • Prepare and submit timely compliance reports; respond to inquiries from regulatory agencies.
  • Conduct routine and unplanned inspections and audits to ensure ongoing compliance with safety and environmental standards.

  • Staff Supervision and Training
  • Manage, mentor, and evaluate a team of operators, technicians, and support staff.
  • Schedule and oversee staffing to maintain 24/7 plant operation and emergency response coverage.
  • Coordinate ongoing training programs in safety, regulatory compliance, and process optimization.

  • Maintenance Oversight
  • Collaborate with maintenance teams to ensure timely preventive and corrective maintenance of plant equipment and infrastructure.
  • Oversee capital improvement projects, coordinating with contractors and engineers to upgrade plant systems as needed.

  • Budget and Resource Management
  • Develop and manage the plant’s annual budget, monitoring expenditures to ensure efficient use of funds.
  • Collaborate with procurement to manage inventory, supplies, and services necessary for uninterrupted operations.

  • Community and Stakeholder Engagement
  • Serve as the primary point of contact for public inquiries and complaints related to wastewater treatment.
  • Conduct tours and informational sessions for community groups and stakeholders to promote understanding of plant operations and environmental impact.
  • Engage in city-wide initiatives to promote sustainable water use and educate residents on waste reduction efforts.

Qualifications

  • Education
  • Bachelor’s degree in Environmental Science, Engineering, or a related field.
  • Relevant professional certifications in wastewater treatment or plant operations (e.g., Massachusetts Grade 7 Wastewater Operator License) preferred.

  • Experience
  • Minimum of 5 years of experience in wastewater treatment plant operations, including 2+ years in a supervisory or management role.
  • Proven experience in regulatory compliance, process optimization, and staff supervision.

  • Skills and Competencies
  • Strong understanding of wastewater treatment processes, including biological, chemical, and mechanical treatment methods.
  • Proficient in using SCADA and other plant management software.
  • Excellent leadership, communication, and organizational skills.
  • Ability to work effectively with regulatory agencies, community groups, and internal stakeholders.
  • Strong problem-solving skills, with the ability to respond quickly and effectively to emergencies.
