Congressional Affairs Analyst

Position Requirements:
• Conduct historical research, assist in preparing technical analysis and Congressional hearing summaries, and perform legislative tracking, monitoring and quick reaction analysis and other related tasks as required in support of the OASA(ALT) leadership.
• Technical analysis will include assessment of legislation having budgetary impacts on Army acquisition programs, as well as maintenance of a database containing summaries of relevant legislation and proposed funding level for Army programs.
• Provide liaison to the Office of the Chief of Legislative Liaison (OCLL) staff, and coordinate testimony preparation and presentation.
• Update the database and deliver both electronic and paper copies to OASA(ALT) within forty-eight (48) to seventy-two (72) hours of the filing and release of Congressional Marks and
• Language contained in the reports and bills from the Congressional Defense Committees.
• Provide support and continuity to the Congressional Affairs Contact Officer (CACO) function by assisting the CACO administrator in assigning and tracking Congressional actions.

• Congressional record and requests for information from Congress
Position Requirements:
• Master's degree plus five (5) years of Congressional experience, OR a Bachelor's degree plus at least ten (10) years of Congressional experience.
• At least five (5) years of experience with the Defense budget and policy process
• Possess advanced management, analytical, technical and communications skills
• Well experienced in project coordination
• Extensive knowledge of the legislative process
• Background working with Defense appropriation and authorization committees and Professional Staff Members (PSM).
• Experience in tracking Congressional Report Requirements
• Strong research and analytical background and a thorough understanding of the DoD/Army and Congressional budget process
• Experience reviewing Congressional Marks and Language from Defense committees
• Experience with the Army Program Budget Briefs/DASC Parades
