Job Description

The Senior Director of SUD and Opioid Settlement in Office of Behavioral Health will provide leadership and management in a variety of functions, including behavioral health strategy, oversight of substance use services including the Opioid Settlement Programs, SUD quality and regulatory guidelines, data systems initiatives, and collaborative efforts with other services. The role reports directly into the Deputy Chief Operating Officer and partners with WTP subject matter experts and the SUD Clinical Director, and provides leadership, direction and oversight to direct reports. This role provides broad oversight of OASAS licensed programs as well as the ability to work closely to meet mutual goals with a variety of disparate stakeholders, and engage non-BH staff in and out of the system to ensure patient access to addiction care across the system, and implement new programs as necessary to meet this goal.

General tasks and responsibilities will include:
  • Oversee all operational aspects of Opioid Settlement and SUD programming, compliance and finances
  • Liaison with OASAS, OMH, DOH, DOHMH re: contracts, best practices, licensure, and other relevant issues
  • Liaison with all facilities related to SUD issues.
  • In partnership with Fiscal Director and Program leads, oversee budgets and all aspects of grant funded programs through OASAS.
  • Provide intermediary step-up/escalation functions for H + H facilities facing challenging SUD/mental health patient care, placement, or other community issues
  • Develop, review and revise relevant SUD/mental health guidelines, policies and protocols and work with individual facilities for implementation.
  • Develop and maintain working relationships with relevant SUD/mental health clinical coordinators from NYC Behavioral Health community organization
  • Collaborate and support transformation of OBH and H+H, including activities related to Managed Behavioral Healthcare
  • Oversee and insure training needs of facilities related to SUD including the opioid settlement plan, are addressed
  • Tracking quality improvement initiatives including data analysis, dashboarding, and ongoing measurement of project deliverables
  • Collaborating/Liaising with community and academic partners to help with research/program evaluations
  • Other duties as assigned by the Deputy Chief Operating Officer

Minimum Qualifications
1. A Master's degree from an accredited college or university in hospital administration, health care planning, business administration, public administration or an approved related program and seven (7) years of progressively responsible experience in health and medical service administration, public administration, personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning, liaison and inter-organizational relationships, or related administrative or managerial functions; or
2. A Baccalaureate degree from an accredited college or university and eight (8) years of progressively responsible experience in health and medical service administration, public administration, personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning, liaison and inter-organizational relationships, or related administrative or managerial functions; or
3. A satisfactory equivalent combination of education, training and experience. However, all candidates must have a minimum of a Bachelor's Degree.

  • 7+ Behavioral Health, specific to SUD
  • 10 year management/ administrative leadership
  • LCSW preferred

  • Healthcare operations
  • Behavioral health conditions and treatment modalities
  • Proficient in Microsoft suite
