OBO's primary mission is to provide safe, secure, and functional facilities that represent the U.S
government to the host nation and support the Department's staff as they work to achieve U.S
foreign policy objectives abroad
The Program Development, Coordination, and Support Directorate (PDCS) is responsible for the design, coordination, and management of OBO's construction and renovation programs
The Office of Design and Engineering (DE) provides expertise in architecture; landscape architecture; space programming; space planning; interior design; graphic design; sustainability; civil structure, seismic, blast, geotechnical, electrical, and mechanical engineering; energy; telecommunications; and security
Working with Planning and Real Estate, DE develops and updates the Space Requirements Programs (SRP)
DE directs design coordination of OBO's building program, managing designs from planning through construction
DE monitors the performance of the architecture-engineering contractors hired to execute OBO's projects
The office serves as the building code official, confirms the technical adequacy of construction documents, and issues building permits
The Energy group (NRG) provides multidisciplinary expertise for high performance buildings, planning, design, engineering, construction, utility management, and maintenance of OBO projects.
This position is in the Bureau of Overseas Buildings Operations, Program Development, Coordination and Support Directorate, Office of Design and Engineering, Mechanical Engineering Division (OBO/PDCS/DE/ME)
Responsibilities The contractor serves as an Environmental Engineer and is responsible for establishing and reviewing United States Government requirements to the environmental engineering scope of contract executions for all U.S
government-owned and operated buildings in foreign countries
Environmental Engineering focus:
• Potable and hot water supplies, purification (e.g., flocculation, multi-stage particulate filtration, organic and inorganic pollutant filtration with carbon and ion exchange filtration, disinfection), corrosivity/scaling control, storage, and distribution systems.
* Chemical treatment for HVAC chilled water, and hydronic hot water treatment systems.
* Storm / rainwater collection, treatment, and storage/distribution systems.
* Wastewater/ reuse collection, treatment, and storage/distribution systems.
* Swimming pool distribution and treatment systems.
* Material selections, logistics, dielectric protection, and coating/insulation applications for mechanical/plumbing system environmental corrosion control in extreme conditions.
* Lifecycle-based corrosion of mechanical and plumbing infrastructure.
* Building and equipment automation controls and monitoring for the seamless and efficient interactions between the building system of systems.
Project Management Responsibilities:
• Serves as a subject matter expert for environmental engineering projects for overseas posts to and aid in preventing health hazards and equipment failures and to encourage resource conservation including: reviewing submitted designs for new construction projects to provide verification of the meeting of design intent and conformance to code; (2) assessing post program needs by analyzing survey and inspection data and meeting with post personnel to discuss program objectives and implementation requirements; (3) formulating environmental engineering initiatives and justifying recommendations to higher level OBO authorities; (4) developing long- and short-range goals and objectives for environmental engineering programs at posts as well as program priorities, milestones, and deadlines; (5) evaluating the effectiveness and impact of environmental programs on other OBO programs and projects and on current post systems; and (6) anticipating and incorporating developments in technology and regulations into long-range plans.
* Travels to posts on an as needed basis to assist in environmental engineering project identification and scope
Interacts with post personnel during visits to ensure all environmental engineering related aspects of all engineering systems are functioning properly and safely
Reviews impact and interplay of the Building Automation Systems on environmental related consideration and makes suggestions to improve system operation and maximize equipment efficiency.
* Advises regarding for the application of existing U.S
and foreign industry standards, U.S
and foreign codes and regulations, worldwide environmental and threat conditions, State Department, and tenant security standards in the environmental and chemical engineering aspects of assigned projects and programs.
* Provides expert advice in the administration of projects and oversight for construction facilities, structures, or landscapes including: conducting field consulting visits; rendering staff assistance to the facility manager, field engineers and Quality Assurance/Quality Control staff; upon completion, conducting an exit interview with engineers responsible for the activities to indicate findings; making recommendations for any immediate corrections; and writing formal report on findings and recommendations.
* Advises on quality assurance criteria and contractual requirements, as well as project/program budgets, balance the needs of the Department's operational requirements with U.S
and foreign technical standards plus U.S
national security
regulations to provide best value for critical facilities to functional effectively under local conditions.
* Coordinates with Foreign Service and locally hired maintenance staffs at their assigned posts and the respective area managers and facility mangers for major repair, energy, and environmental security programs for assigned countries.
* Maintains appropriate financial management control systems to ensure that assets are safeguarded against waste, loss, unauthorized use of misappropriation; verifies that obligations and costs incurred comply with applicable laws and regulations and ensures all revenues and expenditures pertaining to projects in assigned region(s) are promptly recorded and accounted for in accordance with applicable government-wide and/or Departmental procedures.
* Ensures proper handling and management of classified and sensitive information and construction drawings, applying internal control measures to protect government integrity and prevent unauthorized use of misappropriation of sensitive and classified material; ensures the safeguarding of all classified and sensitive-but-unclassified material and equipment in assigned areas; and reports instances of security violations/problems to appropriate management officials.
* Serves as part of the integrated design review process representing environmental engineering and coordinates comments with the project team members, post personnel, and commissioned contractors; recommends based on various submittals and inspection reports; coordinates contractor scheduling activities with posts, , verifying contractor compliance with those commissioning plans to ensure personnel safety and infrastructure reliability; reviews certification and test requirements; and advises on the negotiations regarding technical disputes and issues with U.S
and foreign contractors.
* Reviews content or application of Departmental regulations in the assigned programs or projects which includes: annually reviews new and emerging technologies in specific areas of interest related to environmental and mechanical engineering practices and keeps abreast of changing security threats and standards, climatic conditions, revised industry standards, and updated laws and regulations in the United Sates and assigned foreign countries; reviews and suggests changes to existing Division related design and construction criteria
Qualifications
• Required to be a United States citizen.
* Mastery of and skill in applying advanced principles and practices of environmental engineering especially as they pertain to the design and construction of water treatment systems and plumbing systems, sufficient to: formulate and execute environmental engineering programs for posts; perform technical oversight of the work of environmental and mechanical engineering contractors at overseas projects; and apply new developments in the field to increase operating efficiency, reduce operating expenses, or to solve problems not readily resolved by accepted, conventional U.S
accepted industry practices.
* Position requires expertise in the protection of occupant health, based on extreme and variable local conditions, with sustainable and resilient design
Experience and skill must include water chemistry report analysis; potable water treatment/purification system design; water harvesting collection, storage treatment for potable or non-potable use and distribution.
