This position is located in USAID’s Bureau for Development, Democracy, and Innovation (DDI), in the Gender Equality and Women’s Empowerment Hub (GenDev), which advances USAID’s commitment to gender equality in accordance with the Agency’s Gender Equality and Female Empowerment Policy and the Women’s Entrepreneurship and Economic Empowerment Act of 2018
You will support Monitoring, Evaluation and Research (MER) efforts both within DDI and across the Agency through providing technical MER advice and guidance to Division and Mission staff to improve program strategy, design, implementation, and performance management, learning and adaptation, and accountability of programs
The Specialist will play a lead role in the design and implementation of a comprehensive monitoring, evaluation, and learning plan for the assigned portfolio
The incumbent may provide targeted, technical evaluation and learning support both in the diligence process and to awardees
The incumbent may work with the team / division leadership to establish short and long-term program evaluation goals for the division, develop detailed plans, and execute against them
Responsibilities: • Support USAID Operating Units (OUs) to report on the Cross-Cutting Standard Foreign Assistance Gender indicators as applicable, develop and apply gender sensitive custom indicators, and reference gender sensitive context indicators.
• Support USAID OUs to engender evaluations by integrating gender into evaluation designs, work-plans, implementation procedures, reports and post evaluation action plans.
• Support USAID OUs to integrate gender into activity/project/program monitoring, evaluation and learning plans.
• Support GenDev’s management of performance and impact evaluations, research assignments, and community of practice activities.
• Assist with GenDev’s learning agendas relating to women’s economic empowerment, gender-based violence, gender in the environment, energy, infrastructure sectors and other focus sectors in GenDev’s portfolio.
• Assist with the design and facilitation of GenDev’s Collaboration, Adaptation and Learning (CLA) activities, such as, conferences, regional meetings, seminars, and webinars.
• Support GenDev in the development of MEL guidance, templates, tools, and best practices for project/activity-level MEL such as logic models, monitoring plans, monitoring checklists, Data Quality Assessments, and evaluation use plan templates.
• Performs other duties as assigned
Qualifications: • Secret clearance required.
• An advanced degree in a relevant field such as monitoring and evaluation, women’s studies, gender studies, or international development.
• At least 8 years relevant experience.
Preferred experience includes:
• Technical monitoring and evaluation experience and gender equality and women’s empowerment programming.
• Implementing monitoring plans, learning agendas, and/or evaluations in developing countries.
• Organizing and executing learning events around monitoring and evaluation such as brown bags, presentations, and conferences.
• Developing indicators to track the performance of international development programming.
• Working with and analyzing large data sets.
• Must demonstrate institutional knowledge of USAID and the U.S
Government, as well as exhibit experience working with external stakeholders including the private sector, academia and non-profit organizations.
• Must demonstrate excellent interpersonal skills and be able to work collaboratively and engage effectively in a team environment.
• Must have excellent written and oral communication skills, such as demonstrated ability to effectively communicate technical subject matter to non-technical audiences, including subjects regarding monitoring deliverables and disseminating final products.
