SUPERVISORY PROGRAM ANALYST

DutiesYou will serve as the Shipyard Commander?s chief advisor on all matters relating to conducting efforts of transformation, innovation, process improvement, and technology insertion across all departments and projects in the command.You will develop, document and maintain the configuration management of the Shipyards? transformation near and long term strategic plan.You will develop, document and maintain other higher authoritative documents in alignment with DoD, DON, and corporate level guidance and improvement strategies.You will drive accountability of every Shipyard program and department in their ownership of the command transformation plan.You will provide expertise and resources to support strategic transformation, process improvement, and innovation to enable all command departments, shops and projects to achieve their improvement goals.You will develop and sustain an environment conducive to transformation, stimulating process improvement and innovation.You will benchmark and implement process improvement initiatives and knowledge sharing from entities internal and external to Portsmouth Naval Shipyard.You will identify, convey and escalate CNO Availability Value Stream transformational barriers to NAVSEA 04T for support in order to progress transformation efforts forward.Requirements Conditions of EmploymentMust be a US Citizen.Must be determined suitable for federal employment.Must participate in the direct deposit pay program.New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Overtime or night differential pay and/or unusual duty hours may be required.Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs. Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
* Experience directing senior leadership, large segments of an Activity, and teams with representatives from other Activities/Commands.
* Experience overseeing, establishing, maintaining and approving the creation, maintenance, and execution of a strategic command plan for process and technology improvement both near and long term.
* Experience with nuclear and non-nuclear ship repair, conversion, and maintenance.
* Experience establishing and monitoring goals, conducting periodic risk assessments, developing mitigation plans and managing metrics concerning transformation, innovation and process improvement efforts for a naval shipyard.
* Experience establishing policies and procedures for accomplishment of a Shipyard's improvement plan.
