Position Summary: LinQuest is seeking a Position, Navigation and Timing (PNT) Systems Engineer IV to join our OSD CIO team
Our customer, OSD CIO C3 Infrastructure Directorate, is responsible for the oversight of the DoD’s capabilities for determining position, navigation, and timing—often referred to as PNT
The individual filling this position will apply their knowledge of space-based navigation systems such as GPS, Galileo, GLONASS, Beidou, etc
as well as terrestrial and space-based alternatives to these systems
Will apply system engineering rigor and approaches to evaluate secure PNT systems design problems and recommended solutions, inclusive of physics, operational and affordability considerations
Will support policy development and working across the DoD and with other agencies of the Federal Executive Branch
Supports the development of proposed policies and directives; prepares recommendations for DoD CIO consideration
Provides staff support for assessing compliance by the elements of DoD with DoD CIO guidance and policies for radionavigation and alternative navigation capabilities
Provides analyses and advice to the DoD CIO to improve the synchronization and diversity of navigation capabilities available to U.S
warfighters
Key Responsibilities:
• Provide the technical basis for proposed policy, directives, and guidance for the DoD on the use of various navigation systems—with a focus on radionavigation capabilities.
* Provide sound systems engineering support to the PNT Enterprise Council, Executive Management Board (EMB), together with associated Working Groups and coordination with the PNT Enterprise Oversight Council to ensure that proposed DoD policies, directives, guidance, and initiatives are consistent with the broader use of the GPS system as a global enabler for safety of navigation and for commerce (e.g., agriculture)
Assist with meeting records, action item tracking and records management for the PNT Enterprise Council, EMB and Working Groups and their meetings.
* Lead the development of systems engineering assessments of initiatives and capabilities addressing navigation warfare (NAVWAR) to help ensure the availability of navigation capabilities to U.S
and allied nations while mitigating and/or defending against NAVWAR capabilities which potential adversaries may develop.
* Lead and coordinate systems engineering assessments with various organizations across the DoD (e.g., USSPACECOM, U.S
Space Force, Space Systems Command, the terrestrial Service’s navigation system program offices) and across the Interagency [e.g., NSC, Dept of Commerce, Dept of Transportation, FAA, Department of Agriculture] to ensure DoD CIO policy, guidance, and governance is being followed and executed and that acquisition programs are proceeding in a manner which supports the evolution of the DoD’s PNT Enterprise
* Assist in oversight of GPS Block II and III systems, SAASM and the NUDET Detection System
* Assist in oversight of the implementation of the cybersecurity architecture for GPS
* Assist in oversight of the acquisition of PNT capabilities and the adherence of the programs involved with DoD acquisition processes.
* Develop and lead the review of analyses of various navigation capabilities in various environments and operational scenarios to assess the military utility and operational relevance of these capabilities.
* Interface with key DoD navigation acquisition organizations to monitor the technical & operational suitability and programmatic executability of the capabilities being developed.
* Interface with USSPACECOM, USCYBERCOM, the NSA and the US Space Force to ensure that navigation capabilities being employed by the U.S
military will not compromise the operational security of U.S
military forces.
* Advises on security vulnerabilities of PNT systems and affordable, operationally suitable mitigation measures, especially with regard to operational security for military systems and forces
* Engage international partners (U.S
allies) to foster the shared use of navigational systems for diversity, redundancy, resiliency, and reliability of navigation.
* Prepare guidance for and monitor data collection, interviewing, data modeling, project testing, and creation of performance measurements to support project objectives.
* Identifies best practices, assesses performance measurement and research, collects, and verifies data and translates it into strategic and operational guidance
Guides and assists clients through a wide range of management, organizational and business improvement, and modernization initiatives.
* Enable/support DoD engagement with commercial and private sector organizations to facilitate information exchange with producers of PNT-related equipment and with users of PNT systems, most especially the GPS system
Includes support of meetings of the Civil GPS Service Interface Committee (CGSIC) and assisting the preparation of reports of these meetings for the DoD CIO.
* Supports customer requirements for communication of organizational vision, mission, and strategy.
* Prepare background papers, briefings, and speeches; creates web and portal content; and performs similar organizational messaging activities
Required Skills and Experience:
• Must have an active TS/SCI clearance to be considered for the position.
* Must be willing to travel 25 % of the time
* ability to work in a secure, confined location is required
* Master’s degree in a STEM field of study and 12 years of related experience working with GPS/PNT
* 10 years of Systems engineering experience working on programs which leverage electromagnetic (radio frequency) communications.
* 3 Years of experience supporting the development of DoD policy.
* Have expert radionavigation knowledge, extensive experience in identifying problems/challenges, developing solutions, preparing recommendations, and assessing projected outcomes.
* Strong writing skills to provide finished briefing products, fully developed correspondence packages and policy document reviews and recommendations.
* Familiarity with the National Capital Region (NCR) and knowledge of DOD (services, components, COCOMs, etc.) and the various players who are stakeholders in the Senior leader communications mission domains and with U.S
PNT stakeholders.
* Strong working knowledge of Pentagon processes and offices.
* Strong technical expertise and skills using MS Office products (word, excel, teams etc.)
* Demonstrate the ability to work productively with diverse organizations across the DoD, civil government agencies, other branches of government, and international representatives and agencies.
Preferred Skills and Experience:
• Experience with OSD or Service Headquarters organizations responsible for radionavigation and alternative navigation systems
* Knowledge/experience in a DoD Program Office responsible for providing navigation capabilities.
* Experience in developing or coordination radionavigation policy.
* Familiarity/experience with DoD’s PPBES budgeting process
