Duties
• You will serve as digital innovation specialist responsible for technical planning, design, development, testing, implementation, and management of Internet, Intranet, and extranet activities.
• You will perform the technical development, testing, implementation, and maintenance of MARMC unclassified Internet, Extranet and Intranet web infrastructure to support the organization.
• You will apply new developments in technology to previously unsolvable problems and make decisions or recommendations that significantly influence Internet policies and programs.
• You will consult with internet/intranet customers and senior managers to evaluate user requirements and advise on design capabilities and maintenance responsibilities
Requirements Conditions of Employment

Qualifications Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for immediate success in the position
Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position
Such experience is typically in or directly related to the work of the position to be filled
You must have IT-related experience demonstrating each of the four competencies listed below:
* Attention to Detail - Is thorough when performing work and conscientious about attending to detail
Determining overall web site design and structure, security, and integrity.
* Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services
Working directly with users/customers to outline overall objectives to be achieved, and the resources available for use.
* Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately
Providing technical advice to web content providers.
* Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations
Developing strategies to accommodate managers' needs.** AND ** In addition to the four competencies above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following:
* Experience functioning as the technical authority within the region with regard to methods of Internet/Intranet principles and being responsible for technical planning, design, development, testing, implementation, and management of Internet, intranet, and extranet activities including systems/applications development and technical management of websites.
* Experience applying knowledge in current Internet/Intranet technologies, WWW technology as employed by other government agencies in the private sector, and Internet security principles and protocols, such as Security Sockets Layer (SSL) and encryption.
* Experience granting, denying or limiting access by users to web sites or selected areas of the web site.
* Experience applying knowledge in Web-based application and accessibility technologies, such as voice recognition and screen readers.Additional qualification information can be found from the following Office of Personnel Management website:

Education BASIC REQUIREMENTS: This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Qualifications/Experience
Education: All academic degrees and coursework must be from accredited or pre-accredited institutions
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks

The incumbent is required to obtain the foundational qualification within 9 months and the residential qualification within 12 months of appointment and maintain qualifications as described in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies
Participation in a continuous professional development program, completing an annual 20-hour minimum of Cyber Workforce related continuous professional development must be documented and completed in a current individual development plan signed by both the employee and supervisor

This position requires incumbent to perform duties at a variety of job sites within the
commuting area
Travel may be on short notice, for extended periods of time, and use of privately-owned vehicles IAW JTR Volume II may be required
Travel, when required, may be by commercial/military aircraft or whatever other means deemed necessary by the command to transport the incumbent to their (TAD) locations
