Position Overview : ANSER is hiring for a Strategic Planning Analyst to work onsite at the Mark Center in Alexandria, VA in support of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (DASD(CBD)) as part of a team providing cross-functional strategic planning support to the ODASD(CBD)
Responsibilities :
• Lead planning efforts to develop strategic plans that implement the guidance of the Assistant Secretary of Defense for Nuclear, Chemical, and Biological Defense Programs (ASD(NCB)) and the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (DASD(CBD)).
• Develop project plans and guidance documents, including strategies and roadmaps that address organizational approaches and retention of maximum mission capabilities with reduced resources.
• Develop, review, and update DoD and Chemical and Biological Defense Program (CBDP) strategies and policies (i.e., DoD Directive 5160, CBDP Strategic Plan, etc.).
• Review and integrate current national strategies (including the National Biodefense Strategy, etc.) and policies into planning documents for chemical and biological defense.
• Develop recommendations for integrating CBDP priorities into upcoming Departmental strategies and policies, including the Quadrennial Defense Review, Defense Planning Guidance, Guidance for Development of the Force, etc.
• Draft, coordinate, deconflict, and recommend adjudication of comments for strategies, as necessary, to produce plans
Required Qualifications :
• Possess an active Secret security clearance.
• Possess a Bachelors degree.
• Possess 5+ years of related experience.
• Experience developing and writing DoD strategic plans/strategies.
• Experience aligning DoD programmatic strategies with Departmental and national strategies.
• Experience as a DoD action officer
Desired Qualifications (NOT REQUIRED) :
• Possess an active TS/SCI security clearance.
• Possess at least five years of experience with chemical, biological, or radiological issues.
• Experience supporting OSD Chemical and Biological Defense component organizations or an interagency equivalent.
• Knowledge of the process and experience writing DoD directives and instructions.
• Experience leading efforts within the DoD or interagency to develop, coordinate, and adjudicate comments/inputs on strategy documents.
• Experience presenting and articulating strategies and priorities to senior leadership.
• Experience working with, briefing, and engaging General Officer/Flag Officer/SES-level personnel
