Minimum Qualifications Bachelor's degree and 8 years of experience a in child welfare or child abuse prevention or equivalent experience.
Duties Description Under the general direction of the Deputy Commissioner for Child Welfare and Community Services, the incumbent will provide administrative and managerial leadership for the Bureau of Protective Practices, Child Fatality Review Team, the Child Advocacy Center/Multi-Disciplinary Teams, Local and Regional Child Fatality Review Teams and the Bureau of Clearances and Records. In addition, this position will be responsible for key strategies for program improvement, including Family Assessment Response (FAR) and Signs of Safety. The position will be responsible for the following duties: Prepares a management plan for the region including the goals, objectives, and staffing plan, and is accountable for its implementation.Supervision and oversight of the provision of child welfare services in this catchment area. Provides assistance around the county planning process as well as the federal Child and Family Services Review.Directs staff in the monitoring of corrective action plans and the supervision of all child welfare services within this catchment area.Ensures that revised and/or new policies and procedures are promulgated, and program initiatives mandated by the agency are implemented within this catchment area.Ensures the achievement of performance indicator targets, as formulated with the Executive staff of the OCFS Division of Child Welfare and Community Services (CWCS).Directs the provision of technical assistance, including the development of outreach information for programs such as adoption and preventive services, within this catchment area.Directs staff in the comprehensive assessment, inspection, and supervision of agencies, facilities, and programs within the region.Participates in the development of regulations and program standards.Responsible for oversight of licensed voluntary agencies through licensing and certification, institutional abuse investigations and corrective action plans.Attends either directly, or through a proxy, a number of regularly scheduled meetings, including, but not limited to:- Monthly OCFS Child Welfare and Community Services Managers Meetings- Quarterly OCFS Child Welfare Regional Office Director in-person meetings- Monthly ACS-OCFS monitoring meetings- Monthly meetings with ACS Division of Child Protection (DCP) leadership- Monthly meetings with ACS Family Permanency Services leadership- As needed meetings with ACS Division of Preventive Services - Quarterly Foster Care Directors meetings - Quarterly Residential Care Directors meetings - ACS ChildStat meetings - Meet as needed with ACS Policy, Planning and Measurement leadership- Monthly OCFS-ACS training meetings- Quarterly meetings with ACS-DCP on PIPs Other responsibilities and job duties as assigned.

Prospective employees will be required to pay any necessary fees.3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
