Duties * You will coordinate the development of evaluative tools to improve project planning and execution. * You will oversee the planning, scheduling, and executing of projects concerned with the analysis and evaluation of programs and initiatives. * You will conduct program analysis to measure the effectiveness or efficiency of information systems application and operation. * You will interpret and apply laws, rules, regulations, policies, principles, standards, and procedures to program and management analysis activities (e.g., performing investigations, inquiries, reviews). * You will use qualitative and quantitative analytical needs to develop and execute continuous process improvement activities within an organization. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes while conducting site visits. * You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. * This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. * You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing CIRCUITS to capture, manage, analyze and display utilities meter data; 2) Using Maximo to capture, manage, analyze and display utilities invoice data.: 3) Maintaining CIRCUITS data in compliance with published policy and guides; and 4) Serving as a subject matter expert (SME) on matters related to CIRCUITS to identify deficiencies and develop solutions within complex information systems. Physical Demands: The work is primarily sedentary. The work requires occasional site visits to inspect and assess utilities systems that involve moderate physical exertion resulting from long periods of standing and climbing structures. The work requires agility and dexterity, and an ability to cope with extensive travel. Travel is required throughout CONUS, Europe, Africa, Asia and the Pacific rim. Work Environment: The work is primarily performed in an office setting. The work occasionally involves moderate risks or discomforts working around massive rotating machinery, high voltage electrical switchgear, high-pressure steam, high pressure pneumatic systems, or high pressure hydraulic systems in utility plants, pump stations, or distribution and collection systems where normal safety precautions and personal protective equipment must be utilized.
