LEAD CONTRACT SPECIALIST with Security Clearance

Summary You will serve as a LEAD CONTRACT SPECIALIST in the Regional Contracting Office NCR of MARINE CORPS BASE QUANTICO. Duties * You will mentor subordinates within the branch by providing guidance and assistance. * You will serve as Contract Specialist Team Lead and Contracting Officer for pre-award and post-award functions involving highly specialized procurements of significant importance. * You will be responsible for contractual actions and all phases of the acquisition process including acquisition planning, requirements definition, testing, prototype procurement, software support, procurement of technical data and training equipment. * You will serve as program advisor to program officials in procurement planning meetings and advise them of procurement objectives to be used and assist in the preparation of statements of work. * You will serve as lead negotiator by planning the negotiation strategy, coordinate strategy with negotiation team and lead the negotiations which are conducted with contractors to develop, contract prices and terms. * You will perform contract administration including incremental funding, preparation of rate and cost adjustments, coordination of time extension, incorporation of change orders, approval of progress payments, contract closeouts, etc. * You will assign workload based on skill level, strength and weaknesses, revie work progression and completion while monitoring milestones in accordance with established workflow to report status and progress of work to Branch Chief. You must be able to travel on military and commercial aircraft for extended periods of time. * You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. * You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: processing pre-award and post award actions by soliciting documents, price/cost analysis, negotiations, source selection and contract administration.
