Duties SUMMARY OF DUTIES: The purpose of this position is to serve as the full assistant to the Human Resources Officer. Shares in and assists the chief with respect to all phases of the work of the organization in planning, directing and administering the human resources programs for all full-time National Guard employees to include competitive employees, ARNG and ANG full-time support personnel in Active Guard/Reserve (AGR) status, Title 5(TS) and ARNG and ANG Dual Status(DS). Supervises positions engaged in substantive human resources work, may accomplish work through the use of an automated human resources system. * The incumbent serves as a full assistant to the Human Resources Officer. Advises the State Adjutant General, staff elements, and operating officials on matters pertaining to manpower and human resources management with continuing responsibility for all aspects of technician management to include both dual and Title 5 personnel. * Recruitment and Placement: Establishes state manpower policies and directs their implementation with NGB policies and authorizations. * Labor/Employee Relations and Employee Benefits: Advises both management and subordinates on matters pertaining to conduct and discipline, the labor relations program, employee benefits and entitlements, and contributes to the accomplishment of special programs. * Classification and Compensation Administration: Directs the administration of a position classification and position management program which includes: position reviews; timely forwarding of appeals with appropriate substantiation to the Department of Defense (DoD) Field Advisory Service or the Office of Personnel Management * Equal Employment Opportunity: Directs the development and administration of equal opportunity programs. * Information Systems: Directs the planning, operations and administration of the Defense Civilian Personnel Data System. * Military: Directs the administering, delivering, maintaining, advising and adapting of basic concepts, principles and theories of the state AGR program to ARNG/ANG managers, supervisors, and support personnel. * Administration: Directs development of administrative regulations and procedures to provide efficient and timely accomplishment of all human resources functions. * Federal Funds Management: The incumbent of this position is responsible for the management of federal funds relating to technician personnel to include payroll related costs, training, and PCS costs. * Assists in mobilization planning as it pertains to the requirements of the Human Resources Office (HRO). * Performs other duties as assigned. Ensure that the Questionnaire is completed on Application Manager. SPECIALIZED EXPERIENCE: 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. CONDITIONS OF EMPLOYMENT & NOTES: 1. Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance. 2. The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment. 3. Irregular and compensatory hours may be required to support operational requirements or contingencies. 4. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. NOTES TO CANDIDATES: a. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. b. Final selection will be based upon qualifications, suitability, and available manpower resources. f. This employer will provide the Social Security Administration (SSA) and if necessary, the Department of Homeland Security (DHS) with information from each new employee's Form I-9 to confirm work authorization. g. Financial Suitability - It is the policy of the government not to deny employment simply because an individual has been unemployed or has had financial difficulties that have arisen through no fault of the individual. Information about an individual's employment experience will be used only to determine the person's qualifications and to assess his or her relative level of knowledge, skills, and abilities. Although an individual's personal conduct may be relevant in any employment decision, including conduct during periods of unemployment or evidence of dishonesty in handling financial matters, financial difficulty that has arisen through no fault of the individual will generally not itself be the basis of an unfavorable suitability or fitness determination. h. Qualified candidates in the second through sixth categories will be referred in order if there are no qualified applicants in the first through fifth categories. i. Security requirements. A technician is subject to the personnel security requirements in accordance with State and NGB Publications. In addition prior to appointment, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law. Items checked include, education and fiscal accountability/responsibility. IAW 5 CFR 302.203, the following, among others, may be included as disqualifying reasons: - Dismissal from employment for delinquency or misconduct; - Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct; - Intentional false statement or deception or fraud in examination or appointment; - Habitual use of intoxicating beverages to excess; - Reasonable doubt as to the loyalty of the person involved to the Government of the United States; - Any legal or other disqualification which makes the individual unfit for service; - Lack of United States Citizenship. j. Training/Certification requirements. All applicants for a position with designated developmental training requirements must be informed in advance that failure to complete the required certifications/course(s) will be cause for removal from the position. An example of required developmental training is proponent course(s) at the National Guard Professional Education Center. The HRO will require the applicant to submit a written statement to the effect that they understand they must either satisfactorily complete the appropriate certification/course(s) or corrective action will be taken. k. Eligibles on this list will be given automatic consideration for position vacancies occurring during the six months period following the close of this announcement. l. Cost of living allowances (COLA) vary from island to island. COLA is subject to change without notice. m. This temporary limited appointment may be converted to a non-temporary appointment without further competition. n. If you are selected for this position, you will be eligible for health and life insurance and you will be covered under a retirement system. o. This type of appointment is expected to extend beyond one year, not to exceed 4 years. Separation will be preceded by a 30-day notice when services are no longer needed. p. Title 5 NG employees with permanent tenure will retain permanent tenure if selected. Title 32 Dual Status technicians with permanent tenure selected to T5 will lose permanent tenure if selected. q. Selectee informed in advance of the reasons for and conditions of this temporary promotion may return to his/her former grade when temporary action is no longer needed and may be effected at any time without adverse action procedures. r. Temporary promotion may be extended for an additional two years, not-to-exceed four year, with National Guard Bureau approval. s. Should the need for temporary time limitations placed on this position no longer exist, the Temporary Promotion may be converted to a permanent action without further competition.
