DoD and Joint operational experience in assessments is highly desired. * Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology. * The incumbent may be required to work uncommon tour of duty hours including evenings, weekends, and/or holidays to include overtime and/or emergency overtime. * Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) on military or commercial aircraft and may require travel to the HQ USCENTCOM Area of Responsibility (AOR). * This position is emergency-essential (EE). The incumbent of this position must meet all requirements of EE positions and may be required as a condition of employment to take a series (Cont'd) * of vaccinations and annual boosters to immunize against anthrax and other diseases. In the event of a crisis, the incumbent, or designated alternate, must continue to perform the EE duties until relieved by proper authority. (Cont'd) * The incumbent or designated alternate may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability (Cont'd) * of the organization to function effectively. This meets the criteria of an EE position and requires the incumbent, or designated alternate, to be removed from any military recall status. (Cont'd) * While deployed to an overseas location, the EE duties require the incumbent to be issued and carry a firearm; operate a government vehicle during specific authorized situations, and to wear a gas mask and chemical protection gear. (Cont'd) * Incumbent must obtain and maintain firearms qualification. Incumbent is required to wear the approved DoD civilian uniform while deployed. Some of HQ USCENTCOM's AOR has been considered "War Zone" hazardous duty. * This position is covered by the Domestic Violence Misdemeanor Amendment of the Gun Control Act of 1968 (Lautenberg Amendment). An individual convicted of a qualifying domestic violence crime may not perform the duties of this position. * This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. (Cont'd) * Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. * Participation in the Department of Defense Security Cooperation Workforce Certification Program is mandatory. Once fully implemented, the incumbent will be required to maintain a minimum Intermediate certification level (Cont'd) * (Advanced level is desired) in the SC Planning, Oversight and Execution Management area of concentration; Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance (Cont'd) * with access to Sensitive Compartmented Information (SCI) based on a Tier 5 investigation. A non-disclosure agreement must be signed. * See ADDITIONAL INFORMATION for Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Data Science Series 1560. BASIC REQUIREMENT: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: Courses equivalent to a major field of study (30 semester hours), plus additional education or appropriate experience. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge and mastery of a broad range of data analyses, mathematics, statistical analysis, modeling/simulation, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures. Mastery knowledge of one or more specialized areas of operation research sufficient to apply new analytical developments, methodologies, and research findings to broad studies of an unprecedented nature. Mastery knowledge of research techniques and concomitant ability to obtain information concerning subject studies to perform sound analyses. Professional knowledge and expertise in data modeling, query authoring and performance tuning with an in-depth understanding of data modeling best practices, relational and graph databases. Knowledge of advanced, analytical, mathematical, or statistical theories, principles, concepts, methods, and techniques to provide expert judgments concerning the validity of assumptions made and the criteria to evaluate alternatives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Advanced knowledge and skill of a broad range of defense department or private sector C4 systems, data, scientist Big Data analytics, machine learning, AI, cognitive science, programs, operations, strategies, tactics, resource and information processes, force structure, and weapons systems. Includes operations research analysis techniques and mastery of scientific and analytical capabilities. 2. Expert professional knowledge of quantitative techniques and methods used to conceptualize, develop, adapt, modify and apply new models to resolve the most difficult problems and to achieve support for alternative solutions within the scientific community. 3. Skill in articulating and negotiating very complex and sensitive issues with officials of diverse perspectives and often with different or opposing views. Expert Ability to negotiate and defend findings and gain executive support for new program concepts. 4. Ability to lead study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints. 5. Ability to develop and utilize appropriate data collection techniques and design, build, and use models and simulation techniques. 6. Ability to plan, organize, direct and lead the functions and staff and/or study team tasked to originate new ideas, projects and methodologies. Communicates effectively, both orally and in writing; negotiate complex issues; and maintain good working relations.
