Summary You will serve as a Manager in the Radar Systems Sustainment Branch of the Antenna and Mechanical Engineering Division of the Spectrum Warfare Systems Dept of NAVAL SURFACE WARFARE CENTER. The ND-05 pay band encompasses the GS14/15. The salary range shown above represents all of the positions within the band, including high grade positions. This is a high grade position; but the salary may be limited to a GS-14 Step 10 (currently $158,860). Duties * You will serve as the manager for the Antenna and Mechanical Engineering Branch. * You will lead antenna and mechanical design, modeling, simulation, development, test, and fabrication for RF sensor systems and support equipment. * You will develop and deliver virtual, solid, and physics based-models including Finite Element Analysis, Computational Fluid Dynamics, thermal management, and RF propagation for radar and sensor systems. * You will develop and evaluate advanced electromagnetic spectrum capabilities and concepts to inform sensor architecture and deployment techniques to achieve desired effects. * You will seek opportunities to incorporate leading edge mechanical and antenna solutions into new and existing sensor systems and subsystems to increase reliability and performance of these critical systems. * You will be responsible for training, mentoring and supervising engineers, providing feedback and guidance throughout the year including setting employee standards, performing mid-year reviews, and performing the final closeout. * You will be responsible for working contracts with the COR in support of contractors who perform work in support the Antenna and Mechanical Engineering Branch. Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. * You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. * Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer leading or supervising the research, development, or testing of radar systems to support technical advancement and fleet readiness for an organization. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
