Duties 1. Performs the full spectrum of police officer duties within the assigned jurisdictions: Incumbent may full powers of apprehension and detention, which entails carrying a firearm, mirandizing suspects, preserving evidence, and testifying in court as it pertains to enforcing regulations within assigned jurisdiction. The incumbent is required to meet all requirements of Federal, DoD, AF, MAJCOM, State, and local level rules and regulations to maintain trainings and weapons qualifications, as a police officer on a military installation, which may include maintaining Peace Officer Standards and Training (POST) Certification. Patrols the installation on foot or in vehicles; responds to alarms, irregularities, and unusual or suspicious circumstances; and investigates the incidents. Enforces traffic rules and regulations, including those related to speed, reckless and drunken driving. Exercises search and assists local, state, or federal law enforcement with arrest authority, detains witnesses, apprehends suspects, interviews witnesses and other persons involved, and determines whether facts warrant apprehension or lesser action. When dealing with witness/suspects, officers must consider the current social-political climate and find ways to alleviate any tension resulting from events outside the installation which may raise prejudice/distrust of authority figures and increase conflict levels between officers and the people with whom they interact. Officers must also be aware of any witnesses'/suspects' possible gang affiliations and the difficulties/risks associated with them. Appears in court to testify as required in Military Courts Martial or Federal and State Court proceedings. Provides sworn testimony based on the investigative process, evidence gathered, witness' statements in criminal and traffic courts. Upon notification, responds to Intrusion Detection Systems (IDS) and Sensitive Compartmented Information Facility (SCIF) alarms and determines probable cause (actual or false alarm). Protects personnel, material, tactical military assets, and high value assets by executing daily Random Anti-terrorism Measure (RAM) and supplemental anti-terrorism measures during increased force protection conditions. Responds to and investigates emergency calls, complaints, and other calls for service, to include protests, active shooter events, and terrorist attacks. Responsible for Entry Control Point (ECP), Traffic Control Points (TCP), Assures criminal or Antiterrorism/Force Protection (AT/FP) measures are met to protect installation command and assure mission accomplishment. Performs vehicle examinations searching for illegal substances, firearms, and explosive devices. Functions as first line of defense to prevent possible terrorist attacks by vehicle, selling/distributing illegal substances, and maintaining the safety and security of the installation. Reacts to neutralize threats, secure resources, personnel, and property. Investigates accidents, summons rescue squads and firefighters, and redirects onlookers from scene. Performs flight armorer duties, responsible for overseeing the appropriate arming of fellow police officers and MWD units. As armorer responsible for maintaining accountability of weapons and ensuring they are clean, serviceable, and ready for use. The armorer is an integral role ensuring officers are able to defend themselves and others. CONTINUED ON EDUCATION Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO. Qualifications GENERAL EXPERIENCE: Qualifying general experience includes experience in administrative, clerical, technical, or military work that involved protecting property, equipment, data, or materials; or that involved making judgments based on the application of directions, rules, regulations, or laws. SPECIALIZED EXPERIENCE : Experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. Education CONTINUED DUTIES: 2. Conducts Investigations/Surveillance: Conducts investigations of crimes and complaints covering a wide range of subjects and allegations that are not within the scope of Air Force Office of Special Investigations (AFOSI) or the scope of the higher-level detectives assigned to the Squadron. Complaints range from simple inquiries to incidents/complaints requiring investigations that are relatively short in duration and end with the detention of a suspect. Interviews personnel and collects data while conducting formal investigations on foot or in vehicles and inquiries into criminal acts such as assaults, major vehicle accidents, larceny of and/or damage to government and private property, minor drug offenses, pay and allowance matters, misdemeanor offenses involving misuse of government computers, and other incidents as directed by competent authority. Determines the proper course of action and plans, coordinates, initiates, and takes actions necessary to resolve the complaint or inquiry. Investigations involve searching crime scenes for clues, interviewing witnesses, following leads, analyzing, and evaluating evidence, and locating and detaining suspects. Interviews subjects, complainants and witnesses to obtain information, takes written statements; conducts examination of crime scenes; searches for evidence; identifies evidence; collects, preserves, and submits crime laboratory evidence such as fingerprints, bloodstains, suspected narcotics, weapons, castings of footprints and tire prints, documents, etc., using special investigative techniques and equipment; safeguards evidence and assures integrity is not compromised for further examination. Arranges for laboratory analyses and other expert evaluations. Analyzes and resolves conflicting testimony or evidence from witnesses through fact-finding until evidence to support a legal or administrative decision can be made. Prepares reports of investigation in accordance with appropriate guidelines; also assembles and forwards reports of investigation for higher headquarters review. Processes complaints and inquiries from origination through case closure and maintains case files as appropriate. Testifies at trials, hearings, councils, tribunals, and other reviews and inquiries. Prepares summaries of testimony when appropriate, including the preparation of all letters, messages, memoranda, and briefings, with accompanying visual aids. Conducts surveillance of individuals and areas to obtain information, identify criminal conduct or activities and monitors suspects while serving warrants. This surveillance is done with coordination of on base authorities and local authorities for warrants concerning crimes committed off base. Also coordinates with local authorities to serve warrants to individuals located off base for on base offenses. Analyzes facts to identify suspects and develops case information and facts for use in pressing charges and bringing suspects to trial. Advises suspects of their rights. Testifies at hearings and in court. Addresses community and school groups on crime patterns and crime prevention techniques. Coordinates with legal authorities, both on and off the facility during the investigation and after. 3.
