Duties * You will serve as the Executive Assistant for a Tier-III SES and will expertly analyze, plan, prioritize, and track the activities of PCA leadership ensuring the organization is focused on activities that align with PCA goals. * You will serve as expert adviser/consultant concerning DON PCA administrative policies, procedures, and processes. * You will develop procedures for establishing administrative control systems to prevent waste, fraud, loss, and misappropriation of DON PCA assets. * You will formulate and review policies and procedures relating to organizational management, operations, and administration. * You will participate in program and project planning, as well as the development/evaluation of budgetary, personnel, strategic, and other plans requiring consideration and integration of the specialized needs of the office. * You will establish and maintain filing system/log of all DON PCA incoming and outgoing correspondence, and track incoming suspense correspondence. * You will provide technical assistance and guidance to PCA's action officers on preparation, coordination, and administrative processing of actions. * You will serve as the primary DON PCA government purchase card holder and Contractor Officer Representative for any DON PCA contracts. * You will serve as payroll coordinator, timekeeping system administrator, and facilities manager and office manager for the DON PCA. * You will handle onboarding of all new staff, including ensuring the security in-processing has been completed before entering a secure space, securing email accounts, mobile phone, parking, and Common Access Card (CAC) with building access. * You will conduct security program inspections, analyze results, and write security assessment reports. * You will develop, monitor, and execute diverse and confidential administrative processes. * You will make necessary arrangements for executive travel utilizing the Defense Travel System, submit travel vouchers and reports, and prepare reconciliation of travel vouchers. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. * Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. * This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing administrative assistance and support for all operations of a headquarters command (maintaining filing systems, logs, timekeeping, inventory, making travel arrangements, submitting travel vouchers and reports, etc.) and exercising control over leadership calendars (coordinating and scheduling meetings, pre-briefings, preparing agendas, etc.); Applying management analysis principles sufficient to ascertain problems and develop milestones, and recommending and implementing solutions; Analyzing and measuring the effectiveness, efficiency, and productivity of administrative programs; Developing written and oral recommendations for improvement; and Assisting in the review and development of policies and procedures (organizational management, operations, administration, security, etc.) to help improve the effectiveness of work operations.
