Summary You will serve as a PROGRAM ANALYST (STUCON) in the Training and Standardization Division of CNATRA, Corpus Christi, TX. Duties * You will provide oversight for the proper administration of Training Policies across the Naval Air Training Command (NATRACOM) for all naval flight students. * You will act as the command specialist, subject matter expert (SME), and Staff advisor for all NATRACOM activities involved in training, i.e., CNATRA Headquarter, five Training Air Wings, and 17 training squadrons. * You will be responsible for the accurate documentation of the proper administration through maintenance of the Student Aviation Training Jacket (ATJ), which may be in electronic and/or hard copy form, for all NATRACOM units. * You will ensure all programs involving the administration and management of student control complies with established directives. * You will identify irregularities in training administration processing and notify leadership of remediation recommendations. * You will explore solutions to problems not previously encountered and recommend action based on the results of studies, surveys, and individual interviews that affect the administrative operations of the entire NATRACOM organization. * You will monitor, track, maintain liaison, and coordinate with commands for all aspects of program and pipeline change requests. * You will conduct command inspections of five Training Air Wings and the associated 17 squadrons on training policy administration. * You will assist with managing, administering, training, and advising commands in providing quality instruction and proper documentation for all International Military Students (IMS) enrolled. * You will possess specific knowledge in: CNATRAINST 1500.4 (series), knowledge of Chief of Naval Air Training (CNATRA) Aviation Training Jacket (ATJ) maintenance and understanding of the CNATRA undergraduate flight training program. * You will possess experience to perform tasks such as: CNATRA correspondence guidelines/requirements; multi-tasking and working with short deadlines; problem solving; developing manuals and directives; managing a program. * You will provide on-site assist visits to all NATRACOM units to review student control programs and documents and provide live/virtual recurring training on training policy administration. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. * You will be required to successfully complete a pre-appointment physical examination. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing major administrative aspects of training administration programs and policies to develop plans, goals, and objectives for improving productivity, effectiveness, and efficiency of program operations. The Wings are home to 17 Training Squadrons. The mission of Naval Air Training Command is to train, mentor, and deliver the highest quality Naval Aviators who prevail in competition, crisis, and conflict.
