Duties As a DIRECTOR OF INSPECTIONS (TITLE 32), GS-1801-12, you will serve as the focal point for interpreting, developing, and implementing Air Force inspection policy and wing-level long-range strategic plans. Major Duties - This is NOT an all-inclusive list: * Oversee compliance, plans, and conducts By-Law, Special Emphasis Items (SEI), Special Interest Items (SII), Command Interest Items (CII) and nuclear assurance inspections as outlined by requirements from the DoD, DAF, NGB, and G-MAJCOM. * Routinely required to interpret and incorporate complex laws, and guidance from all levels for the creation of inspection plans throughout the wing. * Review the adequacy and currency of installation exercise policy guidance and instructions and update as necessary to incorporate program changes or to address areas where improvement is required. * Analyze inspection processes and procedures to ensure commanders intent is being achieved, autonomously adjusts processes as required. * Plan and direct inspections that incorporate Department of Defense (DoD), Department of the Air Force (DAF), gaining major command(s) (G-MAJCOMs), National Guard Bureau (NGB), state, wing, local instructions, and laws for regulatory guidance. * Research and develop creative exercise techniques often leading to the use of external units and other services to help achieve mission driven objectives. * Author and approve IG inspection reports, which communicate to commanders at all levels the status of compliance within their organization as well as the unit(s) ability to accomplish their tasked mission(s). * Oversee the preparation and adequacy of wing inspection team (WIT) members tasked to assist with inspections. * Utilize qualitative and quantitative analytical techniques that frequently require modification to fit a wide range of variables to determine the unit's ability to accomplish the mission(s). * Make determination if trend items are wing-wide concerns, any wing-wide trends will be presented and explained during the commander's inspection management board (CIMB) and may be added into the CCIP for horizontal or vertical inspection. * Oversee and provide input into the development of the business rules and the commanders dashboard, specifically as it relates to the CCIP inspections and exercises. * Determine how many inspections/exercises can be accomplished based on available manpower and resources. Requirements Conditions of Employment * This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. This is required prior to the effective date of placement. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. * Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. * IAW AF guidance, incumbent must complete the wing Inspector General Training Course Inspections (IGTC-I) within 180 days of appointment; must complete Inspector General Training Course Complaints Resolution (IGTC-Q) within 180 days of appointment; and IG appointees for nuclear-capable units will complete the USAF Nuclear Inspector Course within 180 days of assignment. Successful completion of other courses will be accomplished IAW applicable DoD, AF, and National Guard Bureau regulations. Recommend completion of the NGB/IG Advanced Course within one year of appointment. * This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment. * Participation in direct deposit is mandatory. * Recruitment and relocation incentives may be available for this position. Qualifications AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence: * The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. * The SECOND area of consideration will be all current Federal Employees. * The THIRD area of consideration will be all Federal re-employment eligible. * The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. * The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted - may not exceed rank of CMSgt. GENERAL EXPERIENCE : MUST possess the experience, education, or training which has provided the applicant with skill in collecting and analyzing data effectively, efficiently, and accurately; knowledge of applicable laws, directives, regulations, policies, and procedures; skill in interpersonal communications, empathy, and effective listening; ability to organize thoughts, research materials, and manage case projects; skill in comprehending and interpreting directives and laws; ability to enunciate without impediment of speech that would interfere or prohibit effective communications; ability to write reports and presentation formats; and ability to communicate -orally and in writing- clearly and effectively. SPECIALIZED EXPERIENCE : GS-12 Level - MUST possess the specialized experience, education, or training equivalent to 1 year at the next lower-level GS-11, that includes planning, directing, investigating, administering, conducting, and managing all Inspector General Programs; provide policy guidance, procedures, planning, oversight, and directions for implementing the Air Force and National Guard Inspection System, Complaints Resolution Program, and Fraud, Waste, and Abuse Program; work that involves managing the Commanders' Inspection Programs (CCIP) at the Air National Guard units. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
