Construction Cost Estimator

Shearwater, a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is seeking a Cost Estimator to join our team in Washington, DC. POSITION RESPONSIBILITIES: * Assist in the preparation of Independent Government Cost Estimates (IGCE) and lifecycle costs for acquisition and program support requirements. * Will conduct the necessary research and analysis of the current market and other agency purchases of similar products and services, review historical prices, perform comparative analysis to similar programs, and obtain pricing data to facilitate the development of realistic program costs * Collect and analyze data in order to estimate the time, money, materials, and labor required to complete a project and/or procure a product. * Create templates and document processes related to the cost estimating process and serve as the cost estimating subject matter expert for the PMO. * Develop baseline cost estimates for projects or products that are used frequently (i.e., general cost of paving, etc.). * Lead the development of metrics to track the cost estimate versus the actual cost and to create mitigation strategies to resolve differences. * Create and provide cost estimation training to employees within the PMO and create quality assurance measures to ensure cost estimating best practices are being utilized.
