Duties * Anticipate and plan proactively all communication needs, concerns, and attitudes of the various public. * Promote and maintain effective working relationships with representatives of government, members of congress, civic organizations, other agencies, and representatives of the media and special interest groups. * Supervise civilian employees engaged in planning and accomplishing the Public Affairs Program. * Plan work schedules and sequence of operations. * Plan, implement, and oversee effective information programs through the installation newspaper, installation website, social media and other communication media and forums. * Develop written and oral presentation for diverse audiences that effectively convey information on Command, DoD, Army, and post issues, policies, programs and activities. * Conduct appropriate research and participate in the formulation of information plans, policies, and strategies. * Develop contingency communication plans to provide continuous, timely and accurate internal information during emergencies. * Plan, coordinate, and direct public affairs support for all organizations on the installation. Specialized Experience: One year of specialized experience which includes experience acting in a position such as a Public Affairs Officer, Public Affairs Specialist, or Public Information Officer serving both internal and external communication needs for an organization; experience developing and writing a variety of news releases, talking points, comments, or statements that convey information and clarify agency policies to groups of interest; experience participating in public speaking engagements, meetings, public relations events, answering inquiries from the media and public, and disseminating information to various social media; experience as a liaison with print and broadcast media representatives, community leaders, and public interest organizations for a large organization; performing a broad range of personnel management and supervisory duties; and proactively monitoring and engaging based on other media feedback from external sources to ensure messaging is accurate. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
