DMI, LLC is seeking an Enterprise Architect to support DMI's Technical Architecture and Governance program supporting the Defense Information Systems Agency (DISA) out of the National Capital Region. This individual ensures conformance of IT services and changes to DISA and DoD standards and performing audits/assessments of the architectures and associated systems. Objectives include ensuring alignment of technology strategy with mission, production of conceptual views of IT structure and operations, and provisioning of guidance for solution design of new requirements. The goal of the Enterprise Architect is to drive effectiveness, efficiency, agility, and durability of DISA's products and services. Duties and Responsibilities:
- Clearance needed: TS/SCI
- Refines, implements, and maintains DISA JSP Enterprise Architecture (EA) policies and procedures.
- Evaluates all supporting for architecture and configuration change artifacts and document the risk, collateral impact, appropriateness, quality, and completeness of each task for Government review. - Support the development, publishing, and maintenance of an Architecture, Standards, and Compliance Office (ASCO) program within DISA. - Document as-is architecture for DISA's services, and support development and proposal of the to-be architecture to the government for approval on a quarterly basis. To-be architectures should describe the transition state and implementation plans, as well as any actions or plans to reduce IT technical deficit and backlog. - Document and identify proposed system enhancements and recommended threat risk reduction solutions.
- Develops reference, enterprise, and solution level architectures (both the as-is and the to-be) for DoD missions, DISA’s strategic planning, and technology management. The scope for the architectures will include Command and Control (C2), networking, security, cloud computing, data center/virtualization, network operations, mobility, unified communications, business processes and other system domains.
- Adheres to Government-specified style guides, approved taxonomies, architecture implementation guides, and element lists. Approved style guides for artifacts include the DoD Architectural Framework (DoDAF), the DoD Information Enterprise Architecture, and other existing enterprise architectures and guides approved by the DoD CIO, Joint Staff, and DISA.
- Develops and documents the design of critical links in DoDAF architecture model formats, to include the linkage between models and related architectures. - Research and reviews published guidance on architecture development from the DoD, Joint Staff, and DISA in order to gain an understanding of processes, systems, organizations, etc. that will influence architectural development efforts. This is an iterative process that will occur throughout architecture development.
- Reviews primitives (e.g., performers, systems, system functions, activities, information exchanges) identified while researching documentation and conducting interviews to determine if these primitives exist within the Government designated enterprise architecture tool environment. If the primitives do not exist, the contractor shall propose the primitives to the Government for approval.
- Resolves and adjudicates all architecture discrepancies during architecture model development and monthly review processes IAW the SOP. As needed, document the actions taken to resolve and adjudicate the discrepancies and provide a report to the Government. The discrepancy and resolution report shall follow Government-approved templates and guidelines on a monthly report.
- Conducts architecture monthly reviews for externally developed architectures (an average of 10 per month). Records all concerns identified during the architecture review in a comment's matrix, in the format provided by the Government, and provide the completed comments matrix back to the Government.
- Performs analysis of architecture projects by using graphical, statistical, document, and model-based techniques. The analysis consists of reviewing internally/externally developed architectures for potential linkage and integration with DoD, DISA, Service or Component architectures. For example, the analysis includes activities such as comparing performers, need lines, resource flows, activities, system interfaces/exchanges, and technical standards in the parent architecture and system-focused/program architectures to the architecture being reviewed. The Government may also identify enterprise requirements for review and analysis, at an average of 10 per month, on a case-by-case situation. - Develops and maintains the SOP and update existing processes for the Architecture Review Board (ARB) and Roadshow. The goals of the ARB are to establish and promote architecture best practices, establish architecture baseline and develop and maintain target architecture for the JSP enterprise; as well as, plan, design, and implement an efficient, effective, and comprehensive architecture. - Participates in Government processes to develop and maintain the Enterprise Architecture. This includes: • Identify security, governance and technical issues (e.g., assessing, managing, using, improving, monitoring, maintaining, and protecting organizational information). • Perform architecture, requirements, data, and services analysis, and design. • Identifying services, data solutions, and standards that meet established DoD and organizational strategies. • Prepare white papers, technical papers/reports, briefings and documentation on these issues for government activities to consider in their deliberations. Education and Years of Experience: -Bachelor’s Degree in Computer Science, Systems Engineering, Data Sciences, Computer Engineering or related field (minimum)
-Minimum ten years’ experience in an IT related field within the Department of Defense, Intelligence Community or organization with a similarly IT related scope (highly desirable)
-Minimum five years’ experience in IT Architecture Frameworks (DoDAF, The Open Group Architecture Framework, Federal Enterprise Architecture Framework) (highly desirable) Required and Desired Skills/Certifications: - Clearance needed: TS/SCI
- Expert-level knowledge with the DoDAF
- Expert-level knowledge with architecture modeling tools-Demonstrated experience in a DoD or Intelligence Community (IC) information technology environment
- Demonstrated success in leading teams and managing projects
- -ISC2 CISSP or CISSM (required)
-DoD 8570 IAM Level I (Level I at a minimum is required)
-Axelos ITIL v2 Certification (v2 at a minimum is required)
-Axelos ITIL v3 or above (highly desirable)
-CISCO Certified Design Expert (highly desirable)
-DoD 8570 IAM Level II, III & IV (highly desirable)
- Must have experience with ServiceNow, to include both creating/modifying tickets as well as creating reports. - Must be highly proficient in both written and oral communication. Must be able to independently give presentations to the government as required.
