Air Quality Control Tech POSITION SUMMARY: This position serves in the Environmental Support Services for Fort Hood, Texas as an Air Quality Control Technician. The incumbent will perform on-site air compliance related support services required to comply with the New Source Review (NSR) regulations, and the issuance of the most recent Title V Site Operating Permit in the area of Reciprocating Internal Combustion Engines (RICE). Furthermore, the incumbent will provide Air Quality Training events at Fort Hood. ESSENTIAL DUTIES AND RESPONSIBILITIES: The Installation will provide the facilities for all training events, to include: * Monthly DPW Environmental Compliance Officer (ECO) Course * The ECO course shall be conducted monthly, not to exceed (NTE) one (1) course per month. The Air Quality section of the course is approximately one (1) hour in duration and consistently has twenty-forty (20-40) attendees for each class. * Quarterly Source Training * Training for new personnel at source locations as required, NTE one (1) course per quarter. The duration of the course is one-two (1-2) hours and consistently has ten-twenty (10-20) attendees for each class. * Annual Refrigerant Technician Refresher Training * Refresher training for all RICE and heating, ventilation, and air conditioning (HVAC) technicians and provide proctor services for Environmental Protection Agency (EPA) 608/609 certifications in response to newly promulgated regulatory changes to EPA's Ozone Depleting Chemical (ODC) Program, NTE one (1) course per quarter. The duration of the course is approximately one (1) hour and consistently has for ten-thirty (10-30) attendees for each class. Reciprocating Internal Combustion Engine (RICE) and Refrigerant Leak Rate Analysis: * Review monthly data from HVAC and RICE technician records for approximately 750-point sources. The purpose of the analysis is to demonstrate compliance with the RICE operational limits and any EPA revised regulatory requirements. * Review hazardous material authorizations to ensure new products comply with air permit requirements and add new authorized materials to the database of record per specified source(s). Construction Project Liaison: * Serve as a liaison between the Air Quality Team and local Project Managers to advise on meeting air quality requirements for construction, renovation, and other projects, and review other documentation for compliance with Air Program laws, regulations and permits (federal and state), in addition to Department of Defense (DoD) and Department of the Army (DA) regulations and policies. * Required to attend and provide input in various project meetings held on the installation to help identify potential air quality issues. Written comments shall be submitted to the Government Air Program Manager within one (1) calendar week of receiving a project for review and tracked through project completion through the Air Team Tracker database * Attend project final inspections as needed in order to collect air emission source data and make air quality related final inspection comments. Visible Emissions Surveys and Source Data Collection: * Perform quarterly visible emission surveys IAW the most recent version of Fort Hood's Title V air operating permit and compliance plan on approximately sixty-four (64) combustion sources using EPA Method 9 or a federal/state approved alternative. * Possess and maintain all federal/state/local certifications (e.g., semi-annual visible emissions evaluator certification) required to perform these duties. Permit Data Quality Assurance: * Assist with uploading and reviewing recently amended or proposed New Source Reviews and Permit By Rule (PBR) source consumption data. Additionally, on a monthly basis * Review air source data for revised or newly issued permits for accuracy. The Contractor shall then run emission calculations each month through the Environmental Program Information Management System database (EPIMS) for compliance with twelve (12) month rolling total emissions calculation limits and to support development of the semi-annual and annual air emissions inventory report. * Assist with Federal, State, and local site visits, providing approximately six (6) air quality data sets/analyses for data calls. Air Quality Source and EU Inventory: * Update and maintain the Fort Hood Air Emissions Quality Questionnaire Source and EU inventory. A Source and/or EU is any piece of equipment, device, or emission source that has the potential to emit air pollutants (e.g., HVAC equipment, emergency generators, boilers, paint booths, etc.) and falls under the Texas Commission on Environmental Quality (TCEQ) regulations and requirements. * Work closely with the DPW Operations and Maintenance Division to coordinate equipment inventories. Refrigerant Compliance: * Perform the annual update of the Ozone Depleting Chemical (ODC) Standard Operating Procedure (SOP) to incorporate any new Environmental Protection Agency requirements, no later than 30 March of the current Contract year. * May be required to handle or transfer refrigerants. * Obtain/maintain current federal (EPA) and/or state (TCEQ) certifications, as applicable, for the handling, processing, or transferring of refrigerants. This may include additional training for the newer, high-pressure refrigerants and replacements. JOB REQUIREMENTS: * Five (5) years of experience in managing environmental compliance and conservation projects. * Bachelor's degree in engineering, environmental science, geology, chemistry, or related field from an accredited postsecondary institution. * Bachelor's degree in environmental science, engineering, or related field. * Working knowledge of applicable federal, state, and local laws, regulations, and guidance. * Must possess a valid driver's license and obtain a military driver's license to operate government vehicles for site visits. PREFERRED COMPETENCIES-KNOWLEDGE/SKILLS/ABILITIES: * Ability to establish and maintain effective working relationships and deal tactfully with a variety of individuals including representatives of Federal, state, and local agencies to include Army and Department of Defense consultants. * Ability to communicate effectively both orally and in writing. * Ability to establish long- and short-term project management goals and objectives, and to plan and coordinate varied and changing operations to achieve those objectives. * Ability to work with minimal direct supervision and following general instructions concerning the purpose and desired results. * Physical ability to traverse difficult terrain and structures. * Ability to work outside, possibly during adverse weather conditions. WORKING CONDITIONS: The majority of the work is in an office environment; although, the incumbent will conduct visits or meet other employees, Soldiers, and contractors around the state to assist and advise on environmental issues. During travel and site visits the incumbent may experience adverse weather conditions, unfavorable temperatures, and periods of standing or walking. The incumbent may occasionally be required to work irregular shifts, holidays, or weekends.
