POSITION SUMMARY: This position serves in the Environmental Program of the Indiana Army National Guard as an Environmental Compliance Manager focusing on Clean Air Act compliance. The incumbent will perform compliance related activities required by state and federal air quality laws, regulations, air operating permits, and other applicable air pollution control regulations. Furthermore, the incumbent will research and monitor changes in air regulations, provide guidance to compliance staff and supervisor and perform other environmental compliance work as necessary to support the National Guard's Environmental Program. The position is located in Indianapolis, Indiana. Work is performed throughout the state as needed but with an emphasis on the largest emission sources. ESSENTIAL DUTIES AND RESPONSIBILITIES: * Evaluates all proposed new or modified emissions sources and obtains or modifies appropriate air permits from IDEM when required. * Performs, or ensures that designated persons perform, all compliance tasks required by facilities' air permits. * Performs air quality analysis for construction projects required by the National Environmental Policy Act and State Implementation Plan conformity provisions of the Clean Air Act. * Ensures that all demolition & renovation projects and all refrigeration & air conditioning work done at facilities is performed by licensed contractors, or employees, in conformance with applicable asbestos and ozone depleting substances regulations, respectively. * Documents operation and maintenance activities in accordance with applicable National Emission Standards for Hazardous Air Pollutants. * Maintain records of environmental activities and decisions. * Works closely with co-workers and supervisor to foster a positive work environment, supportive of the agency's mission and goals. * Keeps abreast of air changing regulatory developments and proposed rules to keep supervisor and staff informed of changes that would impact facilities in the future. * Assists with the development of SOPs, training materials and staff development to conduct compliance assessments. * Some out of state travel is required. * Attend professional training, workshops, and conferences at the local, state, and national level. * Perform related duties in other environmental media and assessments as assigned. JOB REQUIREMENTS: * Five (5) years' work experience in an environmental or environmental public health field or accredited college training in a related field. * Bachelor's degree in environmental science, engineering, or related field. * Bachelor's degree in environmental science, engineering, or related field. * Broad knowledge of and professional experience with the Clean Air Act, National Emissions Standards for Hazardous Air Pollutants, Title V, and other air operating permits. * Must possess a valid driver's license and obtain a military driver's license to operate government vehicles for site visits. PREFERRED COMPETENCIES-KNOWLEDGE/SKILLS/ABILITIES: * Broad knowledge of the Federal Clean Air Act, state air quality laws, regulations and policy guidelines concerning air emissions sources, air operating permits, air quality and pollution control. * Extensive knowledge of emission sources that include coal and natural gas boiler systems, emergency generators, fuel dispensing, abrasive blasting, surface coating, degreasing, and welding. * Extensive knowledge of air emissions inventories, calculations, practices, and techniques of all other air compliance activities. * Extensive knowledge of stack testing procedures and quality assurance protocols. * Ability to establish and maintain effective working relationships and deal tactfully with a variety of individuals including representatives of Federal, state, and local agencies to include Army and Department of Defense consultants. * Ability to communicate effectively both orally and in writing. * Ability to establish long- and short-term project management goals and objectives, and to plan and coordinate varied and changing operations to achieve those objectives. * Ability to work with minimal direct supervision and following general instructions concerning the purpose and desired results. * Physical ability to traverse difficult terrain and structures. * Ability to work outside, possibly during adverse weather conditions. DIFFICULTY OF WORK: The work for this position involves numerous highly complex and technical skill sets in the fields of environmental science. The incumbent in this position is required to exercise a great deal of technical judgment in implementing the regulatory agencies' air regulations and policy. The incumbent must be able to manage many ongoing and overlapping tasks while being able to make daily adjustments to individual tasks and goals to meet office needs. RESPONSIBILITY: The incumbent is considered the Subject Matter Expert (SME) and acts as a technical resource to staff, supervisor, and project managers. The incumbent evaluates military construction projects, maintenance needs, training activities, and facility operations for regulatory compliance to protect the interests of the agency from regulatory enforcement, negative public perception, or controversy. Incumbent is the SME within the office and error in judgement could have significant impacts to the Indiana Army National Guard's mission. PERSONAL WORK RELATIONSHIPS: The work relationships are broad in scope and include direct contacts with Project Mangers, supervisors, architect-engineers, contractors, Soldiers, and regulatory agency staff. There may also be contacts with environmental groups and the general public. The ability to maintain favorable relationships with Federal and State regulatory agencies and with Army or Department of Defense consultants is desirable. PHYSICAL EFFORT: The position requires a significant amount of time using a personal computer, typing, and sitting for long periods. Physical effort is expected to be minimal. Site visits are required which may subject the incumbent to uncomfortable working conditions. Good judgment and safety procedures will be followed. Personal protective equipment will be worn when required. WORKING CONDITIONS: The majority of the work is in an office environment; although, the incumbent will conduct visits or meet other employees, Soldiers, and contractors around the state to assist and advise on environmental issues. During travel and site visits the incumbent may experience adverse weather conditions, unfavorable temperatures, and periods of standing or walking. The incumbent may occasionally be required to work irregular shifts, holidays, or weekends.
