Duties * You will serve as the Department of the Navy's subject matter expert for procurement policy and acquisition-related business systems that support the execution by eleven DON Heads of Contracting Activities. * You will review and approve acquisition documents within the scope of the authority delegated by DASN (P). * You will identify gaps in policy based on analysis of current operations and in response to the direction of DASN (P), develops DON-wide policy and processes to address these gaps. * You will be responsible for direct staff support to the DASN (P) and directs senior procurement analysts in researching and developing proposed responses to issues raised in congressional and other correspondence. * You will review and analyze proposed legislation affecting acquisition policy. * You will serve as the Department of the Navy's Senior Services Manager. * You will lead the implementation of procurement policy and practices throughout the Department of the Navy (DON). * You will serve as the acting DASN (P) in his/her absence. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. * This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. * This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved. * This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems. * Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. Qualifications QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against qualifications which fall into two areas: Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Knowledge of contract law, procurement regulations, and policy with emphasis on acquisition planning, contract negotiation, and contract administration. 2. Ability to apply business concepts, models, and practices related to pricing to the field of defense procurement (e.g. developing cost proposals, determining profit patterns, developing market research strategies, assessments of local contracting capabilities, developing long-term sustainment strategies, information technology and rapid acquisition). 3. Knowledge of acquisition policies, practices, and methodology across multiple types of acquisition and contracting programs (e.g. construction, performance-based logistics, ship charters, major weapons systems, spare and repair parts). 4. Ability to apply Department of Defense acquisition policies, practices, and procedures to major weapons systems acquisition programs or complex services acquisitions.
