Leidos currently has an opening on the ‘Service Management, Integration and Transport’ (SMIT) Contract for a Transport Operations Manager position. This is an exciting opportunity to use your experience helping the SMIT mission.  SMIT is the largest IT services program for the Navy. Under SMIT, the Leidos team will deliver the core backbone of the Navy-Marine Corps Intranet (NMCI), including cybersecurity services, network operations, service desk, and data transport. Ultimately, Leidos will support the Navy in unifying its shore-based networks and data management to improve capability and service while also saving significant dollars by focusing efforts under one enterprise network. This position requires someone with extensive Operations/Engineering Leadership experience, preferably someone with a previous Network/Transport technical background and working knowledge of a large DOD Enterprise Network Environment.  Manage a large technical team virtually, interact directly with and manage the Customer relationship.  Manage key resources supporting Incident Response, Change Management, Problem Management, Operations and Maintenance (O&M), project sustainment and other IT Service Management (ITSM) and DevSecOps initiatives. Candidates for this position are highly motivated and have working knowledge of network operations, fault diagnosis, repair, installation, configuration, cabling, passive infrastructure, troubleshooting, project execution as well as the ability to analyze and interpret numerous policies and procedures. This includes a solid understanding of network architectures and engineering solutions. The ability to work in a dynamic, team-oriented, fast-paced and mission-focused environment is a must. What You'll Get to Do:
•Assume responsibly for the day-to-day management of the Transport Operations team.
•Administratively manage 15-20 direct-report employees and oversee supplier resources assigned to the team.
•Work with the Network Operations Center (NOC) Manager and Enterprise Operations Manager (EOM) Team to coordinate day-to-day Transport Tier III escalations.
•Manage complex IT projects and initiatives by leveraging the team to craft Solution Engineering Implementation Plans (EIPs) and modifying as required as new solutions are rolled into the production environment while training NetOps engineers to assume future deployments.
•Direct Network Engineering activities with expert-level knowledge, precision, and skill, but listens attentively to the team, values opinions and considers other perspectives.
•Support and provide input to Transport Services leadership in support of recurring deliverables and ad hoc escalations.  Examples include but not limited to: N3 M-W-F calls, Weekly 5x15, N6 Bi-weekly, etc.
•Serve as the Liaison to the various Engineering departments such as Transport Engineering, Systems Engineering, Domain Architecture, etc.
•Manage the NMCI transport configuration baselines and Security Technical Implementation Guide (STIG) compliance while addressing any deviations.
•Drive automation and best practice/technical insertion opportunities into production operations.
•Development/update of Standard Operations Procedures (SOP)/Techniques Tactics and Procedures (TTP).
•Review Solution EIPs and Knowledge Management Articles annually for relevance, updates, or retirement.
•Identification and coordination of activities to:
    -Participates in or delegates Problem Management activities to conduct root cause analysis and make recommendations on corrective actions.
    -Coordinates network upgrades and maintenance activities with the NOC Operations Manager, NOC Lead, Release Management team and other key      stakeholders.
    -Work directly with the NOC Operations Manager and NOC Lead for Tier III Operations Support activities, such as Service Response and Restoral;      provides leadership to Service Restoration Teams (SRTs).
    -Participate in or direct Service Management Integration Activities (SIAs).
    -Test upgrades, patches, feature enhancements and changes for technical assurance prior to deployment and execution.
    -Perform network analyses to identify and correct deficiencies, improving End-User experience. You'll Bring These Qualifications:
•Typically requires a BA/BS or equivalent experience and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience. Generally has 4+ years of experience supervising or leading teams or projects.
•DOD Secret Security Clearance or the ability to obtain an Interim Secret w/ability to upgrade to and maintain a TS Security Clearance.
•Minimum of DoD 8570.01 IAT Level III Certification required prior to onboarding: CISSP or CASP (See DoD 8570.01-M Appendix 3 for valid certifications)
•An Associate level Network Vendor Certification is required prior to onboarding (from one of the following Vendors): Cisco, Juniper, Palo Alto, CommScope/Ruckus/Brocade, F5 Networks or Aruba Networks.
•Experience in managing complex Information Technology projects.
•Prior leadership responsibilities in large-matrixed organizations.
•Experienced and adept at developing and maintaining technical documents, analyses, and reports.
•Working knowledge of the ITIL framework and best practices.
•Working knowledge of defense-in-depth principles, network/HW/SW security architecture, network topology, IT device integrity, and common security elements.
•Excellent written and oral communication skills.
•Ability to travel 25% including some OCONUS travel. These Qualifications Would be Nice to Have:
•MA/MS from an accredited college/university in IT Management, Engineering, or related field.
•Management experience in a NET/SEC DevOps environment.
•15+ years of extensive Operations and/or Engineering Management experience within DoD network communications customer facing environment.
•PMI Project Management Professional (PMP) Certification.
•ITIL certification/training preferably including Service Strategy and Service Design (ITIL v4 Preferred).
•Agile certifications or operational experience in an Agile environment. Original Posting Date: 2024-04-02
