Duties Major Duties: This is not an all-inclusive list As a SELF-DIRECTED HARM PREVENTION SPECIALIST (TITLE 5), GS-0101-12, you will: * Acts as subject matter expert (SME) on Integrated Primary Prevention (IPP) as applied to Self-directed harm prevention. Advances policies outside of the existing Resilience, Risk Reduction and Suicide Prevention (R3SP) (Army) and Suicide Prevention (Air) office for equities specific to self-directed harm primary prevention. * Facilitates dialogue between state programs, divisions, directorates, and other areas to capture existing upstream drivers and measures relevant to the earliest prevention of self-directed harm. Maintains insight into the National Guard Bureau (NGB) IPP office to track efforts, measurements, and councils. Supports engagement in existing state tools and programs. * Establishes measures of effectiveness in the primary prevention of self-directed harm. * Supports the Joint Force Headquarters' (JFHQ) IPP Officer in the development and execution of The Adjutant General's (TAG) primary prevention strategic plan. Assists TAG, Assistant TAG, IPP Officer, directorate, and division-level leadership with data-informed courses of action to appropriately resource self-directed harm primary prevention activities and requirements throughout the state. * Establishes, revises, and reviews policies, procedures, mission objectives, and organizational design to eliminate barriers to mission accomplishment. * Advise leaders at all levels of best practices and evidence-based programs, policies, and plans that increase primary prevention capacity within their organizations. * Conducts educational sessions and briefings for JFHQ leadership and JFHQ Program Managers (i.e., State Family Programs Director, Chaplains, State Equal Opportunity Manager, Resilience, Risk Reduction and Suicide Prevention Program Manager, IPP SMEs) regarding the primary prevention of self-directed harm. * Consults with managers in areas that impact self-directed harm to ensure combined prevention trainings are coordinated to promote and incorporate evidence-based practices and learning objectives and designed for the National Guard (NG) with cross-functional impact. * Assists with IPP needs assessments. * Works with other JFHQ divisions and offices to evaluate relevant NG programs for effectiveness and impact to the primary prevention of self-directed harm efforts. * Reviews environmental/climate qualitative and quantitative survey data collected. * Maintains an understanding of self-directed harm policies and the working dynamics between primary prevention and secondary prevention and post intervention. Maintains collaborative relationships with the JFHQ, Wing and Brigade (BDE) Suicide Prevention, Substance Abuse Prevention, Drug Demand Reduction, and Resiliency program personnel, the NGB self-directed harm Primary Prevention SME, and other relevant support programs. * Has an in-depth knowledge of the programs, policies, and processes which drive Army National Guard (ARNG) and Air National Guard (ANG) drug deterrence, substance abuse, suicide post intervention and response efforts within their S/T/DC. * Maintains a parallel and clearly defined supporting role to existing JFHQ data collection efforts and advocates prevention messaging with sensitivity to pre-existing trauma. * Coordinates with full time personnel managing resiliency, suicide, or substance/drug misuse programs to secure access to de-identified data that will be used for developing products, statistical analysis, tracking, reporting, evaluating program effectiveness, and conducting research for the primary prevention of Self-directed harm. * Supports and participates in state-level committees, boards, and working groups. * Collaborates and coordinates with state and local agencies and universities by reviewing scientific journals for national best practices and integrated primary prevention trends oriented to Self-directed harm prevention. * Reviews local needs to identify any processes requiring modification. * Performs other duties as assigned. Requirements Conditions of Employment * Must be a US Citizen. * Must be able to obtain and maintain a Secret Security Clearance. The incumbent must have at a minimum, a completed National Agency Check (NAC) prior to position assignment. * Participation in direct deposit is mandatory. * May be required to successfully complete a probationary period. * Federal employment suitability as determined by a background investigation. * This position is subject to provisions of the DoD Priority Placement Program. * Must be able to obtain required certifications, as applicable. * This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. * Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. * Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. * May require travel in military and/or commercial aircraft to perform temporary duty assignments. * The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory. * This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. * Position may be telework eligible after completion of probationary period. * This position is eligible to be in the union: Laborers International Union of North America (LiUNA) Local 1776. GENERAL EXPERIENCE : Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences. OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences. OR Four years (instead of 36 months) of appropriate specialized experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. * specialized experience below. SPECIALIZED EXPERIENCE : Do you have least 1 year specialized experience equivalent to at least the next lower GS-0101-11 grade level ? Must submit SF 50. OR have at least 36 months experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position: * Knowledge of social-ecological systems theory. * Knowledge and experience in the organization, management, and administration of programs and services to participate in self-directed harm prevention program planning. * Skill in development and maintenance of public understanding and sound working relationships with State, local, and community agencies. * Skill in applying professional community organization abilities related to the formulation of needs assessments, development of self-directed harm prevention programs, and the marketing of programs. * Knowledge of complex helping systems and professional organizations, how they positively or negatively affect individual and family welfare, and the multiple ways these systems and organizations operate to deliver services. * Excellent skills in oral and written communication to include report writing and maintaining proper records to document services provided. * Knowledge of and skill in planning, conducting and evaluating self-directed harm prevention training programs. * Knowledge of laws, regulations, executive orders, issues, etc., relating to the primary prevention of self-directed harm (i.e., self-cutting, drug and alcohol abuse, thoughts of suicide, self-directed abusive thoughts, suicide attempts and suicides) and the development of healthy behaviors, averting harm or abuse before it occurs. * Ability to plan and adequately support the needs of National Guard members by determining what the future needs of the Service Member are through the interpretation and analysis of studies, and trends. * Knowledge of policies and requirements for the development and analysis of the self-directed harm prevention efforts in order to integrate effective prevention measures. * Knowledge of automated data systems to maintain information. * Knowledge of analytical techniques to identify, analyze and/or recommend solutions to problems encountered and to develop Statistical data and narrative reports.
