Duties * Serve as a Division Chief responsible for organizing and managing activities within the Division. * Serve as a Warranted Contracting Officer responsible for pre-award and post-award functions for complex procurements. * Review new or changed policies, laws, and regulations affecting work of the branch and develops new or changed internal policies and procedures. * Identify and optimize resources to accomplish multiple projects and/or programs goals. * Direct negotiations on contract terms, terminations, etc. and manage the workflow processes. * Represent agency at conferences, meetings, and seminars to discuss and/or resolve contracting matters. * Provide leadership and mentorship to subordinates by providing advice/counsel/ instruction on both work and administrative matters. Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. * You will be required to provide proof of U.S. Citizenship. * This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter. * This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time. * Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. * A one year probation to assess your ability to perform Supervisory duties is required unless previously completed. * This is an Army Acquisition Workforces (AAW) position. The employee must meet the DoDI 5000.66 requirements for Contracting Professional Certification within 3 years of entry on duty. * Incumbent must possess or be willing to obtain a Contracting Officers Warrant. * Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. OR Exemption: You are exempt from the education requirements above if, ON OR BEFORE September 30, 2000: (A) A current DoD employee, in any occupational series, who has served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the simplified acquisition threshold in any Federal agency; OR (B) Served as a military member in a comparable military occupational specialty; OR (C) A current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series ON or BEFORE September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Qualifications for GS-13 Specialized Experience Required: To qualify based on your work experience, your resume must describe at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes: (1) Performing pre-award and/or post-award contract/procurement functions to ensure regulatory compliance of contracts; (2) Implementing contractual guidance and processes for the procurement of goods and/or services; AND (3) Conducting contract negotiations to settle a wide variety of procurement problems. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-13, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
