Summary You will serve as a Installation Environmental Program Director (IEPD) in the Environmental Business Line, Public Works Department (PWD), Environmental Division of NAVFAC SOUTHWEST Naval Base Coronado. This is an interdisciplinary position which may be filled by any of the following series: Natural Resources Management (0401), Environmental Engineer (0819), Physical Scientist (1301). Duties * You will evaluate work performance of staff to identify the training needs of the employees. * You will coordinate with internal and external elements to impact soft skills training and career development. * You will confirm compliance with environmental laws and regulations to reduce impact on installation operations. * You will incorporate environmental protection compliance actions into strategic plans. * You will develop solutions to mitigate or eliminate obstructions to environmental project completion. Qualifications This position has a selective placement factor that will be used to screen out ineligible candidates. The Selective Placement Factor is: You must be a currently licensed/registered Professional Engineer (PE) if applying as an Environmental Engineer (0819 series). Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as key coordinator and champion of an environmental management system; 2) Reviewing project proposals in accordance with National Environmental Policy Act and other environmental requirements to ensure regulatory compliance; 3) Assuring sound stewardship of natural, cultural, and historic resources; 4) Managing environmental compliance permits; 5) Coordinating with counterparts internally and externally to an organization; and 6) Setting team priorities and communicates priorities and short and long term objectives to senior leadership. You have a degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline appropriate to this position.
OR
B. You have a combination of education and experience in one of the above majors that includes at least 24 semester hours in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above. Applicants for the 0819 series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: A. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

B. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
