Duties JOB SUMMARY: This position is located in the Maintenance Division of an Army National Guard (ARNG) Aviation Classification Repair Activity Depot (AVCRAD) which supports local states with back up unit maintenance (AVUM) Intermediate support maintenance (AVIM), and designated depot maintenance services. The purpose of this position is to manage the aircraft maintenance at the AVCRAD. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to: * Responsible to the AVCRAD supervisor for the management of the aircraft maintenance effort and ensuring that aircraft sent to the AVCRAD for repair are returned to a high state of operational readiness. * Plans and assigns work to be accomplished by subordinates. * Performs maintenance operation checks (MOC) and limited and general test flights of aircraft to ensure airworthiness upon completion of extensive disassembly for maintenance, repair or replacement of components or aircraft systems. * Reviews and evaluates AVCRAD maintenance operation. * Provides staff assistance to supervisor. Requirements Conditions of Employment * National Guard Membership is required. * Males born after 31 December 1959 must be registered for Selective Service. * Federal employment suitability as determined by a background investigation. * Must meet Compatible Military Assignment within one year from placement. * Wear of the military uniform is mandatory. * Direct Deposit is mandatory. * Must be able to obtain and maintain a secret security clearance. * Must possess a valid state drivers license. * No record of claustrophobia or claustrophobic tendencies. * Must have a current flight physical. Qualifications MANDATORY QUALIFICATION REQUIREMENTS: Experience based on possession of the appropriate Federal Aviation Administration (FAA) pilot certificates -OR- appropriate military certifications, military ratings in the main-frame military aircraft of employment, and the required competencies (knowledge, skills, and abilities). GENERAL EXPERIENCE: An applicant must have a competent understanding of the occupation's basic principles and concepts. Applicants should have a minimum of one year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher level. * Candidate must possess a minimum of 500 flight hours. * Candidate must be a graduate of the Maintenance Test Pilot (MTP) course from and Army/ARNG flight school. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 24 months of specialized experience in the following: * Experience in civilian aviation programs; or, in military service aviation programs (active duty or reserve components); or, in the Army National Guard Aviation Support facilities; or, in Air National Guard Wing/ Operations Groups. * Experience in operating a specific main-frame military aircraft, mission planning, and mission preparation. * Experience in reviewing and analyzing mission tasking, intelligence, and weather information. * Experience in filing flight plans and conducting crew briefings. * Experience in aircraft preflight inspections, aircraft loading, and equipment assessments. * Experience demonstrating competence in conducting or supervising the training of crew members in simple to complex mission specific tasks. * Experience in developing plans and policies, monitoring operations, and advising commanders. * Experience demonstrating knowledge is required in flight theory, air navigation, meteorology, flying directives, mission tactics, and operating procedures. * Experience in operating aircraft controls and equipment. * Experience demonstrating the ability to conduct or supervise the training of crew members in simple to complex mission specific tasks. * Experience in developing plans and policies, monitoring operations, and advising commanders. * Experience in flight theory, air navigation, meteorology, flying directives, aircraft operating procedures, and mission tactics. * Experience demonstrating competence to complete various piloting administrative tasks performed in support of Army National Guard aviation programs. * Experience in the aviation unit quality control management programs; plus, skilled in the unit flying, explosive, and ground safety programs in accordance with Department of the Army, National Guard Bureau, and Occupational Safety and Health Administration directives. * Experience in following directives, regulations, accident reports, safety data, and local operating conditions to determine unit safety program requirements. * Experience in coordinating with appropriate agencies to ensure compliance with all applicable safety regulations and programs. * Experience in piloting manned or unmanned aircraft. * Experience in on-board aircraft instrumentation and aircraft mounted video cameras. * Experience in visual flight-rule type flying and aircraft instrument flying. * Experience in flying simulated "real world" combat and non-combat missions and terrain. * Experience in planning, scheduling, and conducting flights through Federal Aviation Administration controlled national airspace. * Experience in applying operational directives, training directives, instructions, standard operating procedures, and special instructions of National Guard Bureau, United States Army, and gaining commands. * Experience in working independently to plan and perform work assignments. * Experience in reviewing and complying with applicable service flight publications and directives for accuracy and currency; and knowledgeable of weapons and tactics for applicable military aircraft. KNOWLEDGE, SKILLS AND ABILITIES: * Ability to perform functional check flights on single or twin-engine helicopters after repair or replacement of damaged or worn components, extensive maintenance has been performed, or approved modifications have been made to the aircraft systems. * Ability to perform standard operational tests to determine whether the aircraft systems are functioning correctly, and to verify that predetermined flight and performance characteristics have been restored. * Knowledge of the operational capabilities and limitations of the aircraft. * Ability to fly aircraft during day and night, over all kinds of terrain and in any weather. * Ability to serve as pilot or copilot on various missions involving training, operational and/or administrative flights. * Ability to participate in tactical flights and weaponry training. * Ability to develop new policies for the maintenance program. * Ability to plan exercises or mission operations. * Ability to coordinate with various unit functions to accomplish scheduled aircraft maintenance. * Ability to determine requirements for safety programs. * Ability to conduct safety inspections and studies. * Ability to review reports of alleged flying violations and initiate corrective actions. * Ability to advise commanders and staff officers on maintenance problems and status of maintenance programs. CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.
