Summary You will serve as a PROGRAM MANAGER in the SURFACE TRAINING SYSTEM PROGRAM OFFICE; SURFACE WARFARE DIRECTORATE of NAVSEA HQ FIELD SUPPORT. Duties * You will conduct training needs assessments, curriculum design and development, instruction assessment and management, resources, funding, approvals and procurement, etc. * You will manage and analyze the technical scope of associated training programs. * You will assure quality and reliability, logistic compatibility, standardization and technical accuracy of the training program. * You will review technical specifications, design plans, project criteria, and the teams work for validity of conclusions, conformance with policy and regulations and feasibility of recommendations. * You will act as liaison for PMS 339, NSWCCD, CLASSRONS, Fleet, and Navy Training Commands. * You will execute Manpower, Personnel and Training MPT plan for initial install and interim training. * You will review and audit exiting training on legacy equipment, systems and subsystems and recommend improvements. * You will manage program reviews, quarterly reviews, ship class business meetings, data calls, training working group and emergent issues as tasked. * You will coordinate efforts between Program Offices, program acquisition resources managers (PARMS), Technical Warrant Holders (TWH), Life Cycle Managers (LCM), and In-Service Engineering Agents (ISEA) for execution of life cycle training solution. * You will participate in meetings, conferences and related activities such as reviews, evaluations and audits as technical training expert in ship systems. You must be able to travel on military and commercial aircraft for extended periods of time. * This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. * Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (or GS-13 equivalent) in the Federal service or equivalent experience in the private or public sector, managing or coordinating technical training programs (e.g., training assessments, curriculum design and development, instruction management) to support ship, submarine, ship or weapon systems, or equipment requirements. Education This job does not have an education qualification requirement. Additional information The NH-04 pay band is equivalent the GS-14 and GS-15 grade levels. This position has a control point; thus, the salary range for this position is capped at GS-15, step 05 which is currently equivalent to $162,900 (Mayport, FL) / $165,187 (Norfolk,VA). If your current salary is above this amount, your salary may be matched. This position is covered by the Department of Defense Priority Placement Program.
