Summary You will serve as a HUMAN RESOURCES SPECIALIST within NAVY SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status. Duties * You will serve as a Human Resources (HR) Specialist responsible for assignments requiring the application of a full range of principles, concepts, techniques, and guidelines for one or more particular functions within a HR Office. * You will applying a wide range of HR concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive HR management advisory and technical services on substantive organizational functions and work practices. * You will develop new or modified HR work methods, approaches, or procedures for delivering effective HR services to clients. Requirements Conditions of Employment * Must be a US Citizen. * Must be determined suitable for federal employment. * Must participate in the direct deposit pay program. * New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. * You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment. Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as the following;
1) Developing, delivering, managing, and maintaining HR information systems
2) Evaluating, establishing and maintaining the position classification program to determine appropriate pay system, occupational grouping, title and grade of positions, and advising on position and organization design. 3) Recruiting, examining, selecting and placing employees
4) Performing job analysis; workforce planning and analysis; and advising management in identifying, attracting, and retaining a high-quality and diverse workforce that is capable of accomplishing the organization's mission
