Responsibilities & Qualifications The program will provide direct IT services support to customer mission applications, systems, custom capabilities, supporting infrastructures, and other technology-based solutions in the CONUS and OCONUS. TekSynap provides custom-developed IT capabilities and operationalize advanced technologies from public, private, and academic sectors to support customer mission requirements. The program provides the ability to innovate and adapt capabilities, leveraging analytical Techniques, Tactics, and Procedures (TTPs) learned from embedded support to Combatant Commands (CCMDs) and tactical operations. This program includes, software development, data integration, system integration, direct operations, engineering, and Operations & Maintenance (O&M) support to mission applications, mission systems, and supporting infrastructure. RESPONSIBILITIES The Lead Cybersecurity Engineer will serve as TekSynap's lead for providing cybersecurity services for mission systems and infrastructure in accordance with DoD 8500 series instructions and other applicable DoD and IC publications, instructions, and TOs. The candidate will also provide security engineering support and guidance to ensure that customer mission IT is compliant with all DoD, IC, DISA, and customer network security controls, patches, Security Technical Implementation Guides (STIGs), hot fixes, etc. The candidate will maintain, track, and report contractor personnel certifications under DoDI 8570.01 and subsequent revisions. The candidate will comply with the direction of customer cybersecurity officials, including the AO, SCA, and ISSM. Candidate activities will comply with DoD and IC cybersecurity implementation guides, instructions, frameworks, and directives. The candidate will ensure that cybersecurity requirements are treated like other system requirements and are addressed early and continually throughout the IT lifecycle in response to evolving threat, risk, compliance requirements, and mission. The successful candidate will be responsible for: * Ensuring that customer mission IT enclaves and networks operate in compliance with customer enterprise governance and DoD and IC cybersecurity Risk Management Frameworks (RMFs), instructions, and directives (e.g., DoDI 8500.01, DoDI 8510.01, and IC Directive (ICD) 503), cybersecurity warning and TOs, and DISA Computer Network Defense (CND) requirements. * Providing DoD and IC Risk Management Framework (RMF) support locally for mission applications, systems, and infrastructure in compliance with customer risk management governance including authorizations, risk assessments, and threat assessments. * Performing risk management support services as directed by the customer. * Providing a certified COMSEC manager and alternate. * Acquiring, integrating, and testing COMSEC equipment and handle COMSEC keys in accordance with Government (i.e., the National Security Agency) COMSEC and key management directives. * Ensuring accountability, issue, operation, destruction, and turn in of all COMSEC key material and equipment and support of re-key operations. * Identifying, reporting, and supporting any changes in customer COMSEC account that may result from a transition to customer. REQUIRED QUALIFICATIONS * Minimum 12 years of specific, increasingly responsible for required experience below: * Required experience: * The customer requires that the Lead Cybersecurity Engineer has the following qualifications: * One DoD 8570.01-M Level III or higher certification (any category or specialty). * Experience leading DoD and IC cybersecurity technical implementation activities for systems connected to NIPRNet, SIPRNet, and JWICS. * Experience with implementation of automated vulnerability testing and/or risk management controls in DevSecOps or CI/CD pipelines. * Experience leading risk management efforts to achieve and maintain authorization for systems using DoD and IC RMFs tools (e.g., eMASS, Xacta) * Experience leading vulnerability management and reporting activities in response to DoD cybersecurity directives, orders, and alerts including leveraging the output of automated tools (e.g., Assured Compliance Assessment Solution (ACAS) Security Center, Host-Based Security System (HBSS), Tanium, SCCM) * The customer desires that the Lead Cybersecurity Engineer has the qualifications listed below: * Experience leading cybersecurity and/or risk management activities for systems hosted in Government cloud environments. * Experience delivering cybersecurity architecture and engineering services. * Strong Business Acumen - Understands the elements that drive a successful business enterprise; knowledgeable in current and possible future strategies, practices, trends, technology, and information affecting the company. * Agility - Possesses the ability to see the big picture and sees ahead clearly; able to anticipate future consequences and trends accurately and has broad knowledge and perspective; can create competitive breakthrough strategies and plans. * Customer Focus - Is dedicated to meeting the expectations and requirements of internal and external customers; gets first-hand customer information and uses it for improvements in products and services; acts with customers in mind; establishes effective relationships with customers and gains their trust and respect. * Negotiation Skills - Can negotiate skillfully in challenging situations with both internal and external groups; can settle differences with minimal impact; seeks out win-win situations; can be direct and forceful as well as diplomatic; gains trust quickly and has a good sense of timing. * Motivating Others - An effective leader that will generate, inspire, and sustain excitement about customer mission and will ensure all strategic and tactical activities are closely tied to customer's mission and vision. * Strategic - Creates a climate in which people want to do their best; can motivate many kinds of direct reports; pushes tasks and decisions down; empowers others; invites input from each person and shares ownership and visibility; makes everyone feel his/her work is important.
