Duties * Serve as the safety and occupational health program manager for a regional dental command. * Responsible for planning, implementing, administering, inspecting and evaluating the safety and occupational health program for all dental facilities within the region. * Provide occupational safety oversight of dental operations throughout the region. Ensures safety review and risk assessment of dental operation plans/policies to provide technical advice and incorporate safety countermeasures. * Independently schedules and conducts surveys/ inspections/assessments/staff assistance visits of dental operations to identify and evaluate risk involving a variety of environments and occupations throughout the region. * Serve as the region's technical authority for safety and occupational health issues. Collects information about deficiencies for improvement in safety, hazardous waste and materials, emergency management, and fire prevention. * Investigate fatalities and accidents and prepares a chronological narrative of factors contributing to the incident, including photographs of the mishap scene, statements, and autopsy/pathology reports. Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. * Must be able to obtain and maintain a Secret security clearance * Use of protective clothing may be required. * Position may require working under adverse environmental conditions. * A U. Basic Requirements: Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. (Note: You must attach a copy of your transcripts.) AND/OR Experience: The OPM Qualification Standard provides the following examples: - Managing safety or occupational health program elements. - Developing and recommending safety and occupational health policy to higher levels of management. - Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. - Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. - Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. - Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. - Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. - Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. - Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. - Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: planning, implementing, and administering a Safety and Occupational Health program for an organization and experience conducting surveys and inspections of Safety and Occupational Health practices and issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
