Duties The incumbent supports the Director, DPAC in the following major duties: * Serves as a senior advisor to the DPAC Director for all research initiatives and is responsible for assuring best practices for all research activities. Ensures the availability of resources are adequate to accomplish assigned missions and serves as an advocate for the DHRA research community. Develops plans to ensure employee engagement, training and development to sustain the skill sets of the workforce and the ability to support succession planning, sets goals for equal employment and diversity as a mission imperative, and ensures that inclusion is a standard way of doing business. * Responsible for the handling of major operational and policy problems encountered and for ensuring full coordination with affected stakeholders. * Data Science: Analysis of manpower data using sophisticated quantitative methods to include descriptive and predictive statistics, descriptive and predictive data mining, machine learning, and micro-targeting to produce data driven recommendations for the military Services and OSD to include SECDEF, DEPSECDEF, P&R, Comptroller, CAPE, AT&L, Legislative Affairs, Public Affairs, and Federal Agencies and legislative branch entities. * Survey Administration: Designs, conducts, and analyzes joint-service surveys that provide the Department with scientific and accurate assessments of the attitudes and opinions of the entire DoD community. Conducts research pertinent to the needs of the Department of Defense, other Federal agencies and military community and family policy areas. Apply research industry standards for Federal Statistics Programs and the rules and regulations that govern the collection and reporting of survey and research data from human subjects within DoD and across the Federal Government. * Recruiting Market Research and Marketing Communications: Responsible for supporting military recruiting by developing and promoting the corporate image of the Department of Defense for the execution of advertising, marketing, and communications programs and projects. * Defense Personnel and Security Research: Responsible for the formulation and execution of personnel and security research. that achieves the following goals for DoD: (1) efficient and cost-effective programs that deliver fair, equitable, and timely decisions regarding suitability for employment and the granting of clearances for access to classified information and other national security assets; (2) personnel suitability, security and reliability programs that incorporate risk-management principles and maximize the use of information technology and databases to expedite investigative and adjudicative processes; (3) administrative processes that minimize labor-intensive tasks, reduce burdens on both applicants and DoD personnel as well as promote greater levels of reciprocity across Federal agencies; and (4) a trusted population of military, civilian, and industrial employees who are motivated and fully aware of their security responsibilities and of foreign intelligence threats that could impact their lives, work, or combat mission. * Personnel Testing: Plans, directs and manages the he activities of the Defense Personnel Assessment Center (DPAC) of the Department of Defense. The DPAC is the executive agent of the Office of the Secretary of Defense for research, development, and operation of DoD's entrance selection and Defense Personnel and Security Research: Responsible for the formulation and execution of personnel and security research classification testing. The DoD program, centered on the Armed Services Vocational Aptitude Battery (ASVAB), is currently testing about two million young men and women annually. * Responsible for providing research recommendations to stakeholders. Requirements Conditions of Employment * Work Schedule: Full Time * Must be a U.S. citizen * Males born after 12-31-59 must be registered for Selective Service * Resume and supporting documents (See How To Apply) * Suitable for Federal employment, determined by a background investigation * Veteran preference is not applicable to the Senior Executive Service * Must be able to obtain/maintain Special Sensitive/Top Secret SCI clearance * Designated and/or random drug testing is required * Supplemental narrative addressing each Executive Core Qualification (ECQ) - 10 pages total * Supplemental narrative addressing each Technical Qualification (TQ) - 2 pages each maximum * Mobility Agreement: All newly appointed Career SES leaders must sign the Reassignment Rights obligations Agreement as a condition of appointment into the SES. * Probationary Period: You will serve a one-year Senior Executive Service (SES) probationary period unless you previously completed the probationary period in the SES. * Financial Disclosure: Senior Executives are required to comply with the provisions of the Ethics in Government Act, PL 95-521, which requires the submission of a financial disclosure statement (OGE-278), upon assuming an SES position. * Senior Executives are required to complete a "Declaration of Federal Employment," (OF 306), prior to being appointed to determine your suitability for Federal employment and to authorize a background check. * Overtime: None * Recruitment Incentives: Not Authorized * Fair Labor Standards Act (FLSA): Exempt * Tour of Duty: Set Schedule * Telework: Situational telework eligible Qualifications EXECUTIVE CORE QUALIFICATIONS (ECQs): Applicants must submit written statements (narrative format ) describing accomplishments that would satisfy the ECQs. ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. TECHNICAL QUALIFICATIONS (TQ): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to 2 pages per technical qualification. * Demonstrated experience overseeing enterprise data analytics. * Demonstrated experience managing in a complex, data and/or research-focused environment. * Demonstrated experience developing and implementing technical and leadership data integration strategies for a large, complex organization. Education This position requires a degree in behavioral or social science; or related disciplines appropriate to the position. -OR- Combination of education and experience that provides the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. -OR- Four years of appropriate experience that demonstrates the acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. An advanced degree in social science or a related study is preferred.
