Duties * Formulate, justify, and execute multiple-year intelligence budget for the organization. * Serve on Program Budget Advisory Committee (PBAC); assist in the development of the organization's intelligence submission to the Command's Program Objective Memorandum (POM). * Direct, plan, coordinate, monitor, interpret and evaluate intelligence activities to assure compliance. * Coordinate intelligence program objectives with appropriate counterparts in other agencies to minimize duplication and enhance interoperability of procurement programs including advanced and emerging technologies. * Write and/or edit narrative statements of work for procurement and acquisition programs to meet intelligence and security program requirements. Ensure that contractor performance is in compliance with contract requirements. * Ensure correctness, equitable distribution and timely, proper utilization of the annual budget for assigned programs. * Serve as the Intel Support Division Systems Integration Management Officer for Command, Control, Communications, Computers, and Intelligence (C4I) Systems. * Lead for all aspects of planning, coordinating and implementing new joint and combined C4I initiatives. * Maintain the Intelligence Systems portion of the C4I Architectures (Operational, Systems, and Technical) and assisting in integrating that input into the Army Service Component Command's (ASCCs') Theater Intelligence Enterprise Architecture. * Subject matter expert for the acquisition, fielding, and integration of new C4I capabilities and systems. Coordinate issues related to the modernization, upgrade, and lifecycle replacement of existing C4I capabilities and systems. * Serve as the organization's Systems Integration Management lead for all issues related to the certification, testing, and security accreditation of new Intelligence and Communications systems. Requirements Conditions of Employment * Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. * Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI). * In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter. * Two year trial/probationary period may be required. * This position is designated as IAT II for IA/cybersecurity certification. Employee must obtain and maintain appropriate certification compliance IAW DoD 8570.01 or other applicable requirement as directed within six months of hire. * Will be expected to function in adverse climatic conditions and under intense physical and mental stress. * Must be able to wear other personal protective equipment (PPE) or clothing such as boots, goggles, gloves, chemical mask and other safety equipment as required. * Pre-employment physical required. * Participation in the DOD/DA Immunization program to include live vaccinations as required by DOD/DA policy. * May be required to wear an electronic pager and maintain a working telephone at all times. * Deploys and serves as Team Chief for the MCP/OCP of JTF and JFLCC in support of Consequence Management missions. Specialized experience is defined one year or more of experience that demonstrates a broad practical knowledge of intelligence systems (C4I) integration and management and intelligence staff management functions and their efforts, methods and techniques of the position as demonstrated by performance of a combination of all of the following: 1.) developing, justifying and executing an organizational budget, tracking budget expenditures and providing recommendations for spend plans and resource allocations;2.) using General Fund Enterprise Business System (GFEBS) to manage organizational funds and budget execution; and, 3.) analyzing, evaluating and interpreting Command, Control, Communications, Computers, and Intelligence (C4I) Systems to ensure compatibility of systems to meet intelligence requirements and/or to develop new methods, approaches and procedures to intelligence systems architecture. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). NOTE: Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. * Systems Integration ***Additional Conditions of Employment*** * Must be capable, upon completion of training, of unassisted donning of mission oriented protective posture (MOPP) mask, clothing and equipment, or equivalent clothing and protective equipment that guards against chemical, biological, radiological, nuclear and high explosive hazards. This task must be accomplished in the requisite amount of time to ensure the employee's safety and remain in this posture until conditions are declared safe for removal of protective clothing. Must be able to complete assigned duties to include a short duration walk in full MOPP equipment in a simulated or actual contaminated environment under mission demand timelines. * Will be required to deploy within the NORTHCOM AOR on short notice (in under 24 hours) by multiple means of ground and air transportation, as directed by the Secretary of Defense in response to a Presidential Disaster Declaration (PDD) involving acts of terrorism, natural disasters, homeland defense and civil support contingency plans and general war. * Incumbent may serve as a member or alternate member of a Response Task Force (RTF), Defense Coordinating Element (DCE) or Crisis Action Team (CAT). As such, may be required to participate in planned or `no-notice' training and readiness exercises or operations that require alternate and extended work hours. Incumbent may be required to deploy to locations within CONUS. * Incumbent may be required to temporarily work extended and irregular tours of duty to include days, nights, shifts, and weekends during periods when ARNORTH's Emergency Operations Center (EOC), CAT, JTF or RTF are activated.
