This Opportunity:
Palladium isin search of a Team Lead, Risk Management (hire is contingent upon contractaward) to join their Supply Chain Management (SCM) team. SCM is adynamic portfolio with talented colleagues working toward the goal of providingunmatched service delivery with unprecedented levels of visibility,accountability, and data to drive decision making, while enabling locallogistics ecosystems to grow and mature.
The Team Lead,Risk Management‘s main objective is to ensure portfolio operations achievemanagement objectives and client satisfaction. The Team Lead is responsible formanagement of risk and internal controls programs, implementation of risk andinternal control strategies for HQ and field-based operations and makingbusiness process improvements recommendations. Risk management efforts shouldsupport overall efficiency and effectiveness, and compliant use of processesand systems set forth by Palladium.
Location and Compensation:
The position is based in Palladium‘s Washington D.C. office.
For our prospective employees in the United States, please notethat the full-time equivalent annual base salary for this position is expectedto range from $100,000 to $180,000 and successful candidates may also beeligible for additional, variable incentive compensation dependent on the role.For part-time employees, the salary will be prorated based on the actual numberof hours worked.

Reporting and Supervision:
- The Team Lead, Risk Management reports directly to the Director, Risk and Compliance with a strong dotted line reporting to the Director, SCM
- The Team Lead has the potential to supervise a small team as more projects are undertaken by Palladium delivery teams
PrimaryDuties and Responsibilities:
- Work with assigned teams in Business Development and programs to identify and plan for risks and dependencies (including potential single points of failure in supply chains) and support resolution or mitigation planning for identified issues
- Collaborate with the global risk management team to review, monitor, and adapt policies and procedures to meet the changing needs of the business, while remaining consistent with all legal, regulatory, and contractual requirements
- Work closely with global team to develop plans and requirements for insurance coverage for Supply Chain operations in multiple countries.
- Support contracting team in areas of liability, indemnity, and compliance with international commerce laws
- Lead and support the Anti-Bribery Anti-Corruption program implementation including Third Party Due Diligence processes and managing employee declarations of conflicts of interest.
- Provide guidance on and review of contractual correspondence with vendors, subcontractors, and partners
- Reviews and analyzes metrics and transactional data including employee activity that could uncover fraudulent behavior in multiple countries
- Develop and deliver risk and compliance training using innovative ways to enhance learning and sharing best practice across the community in key risk and compliance areas and topics
- Conduct internal reviews to evaluate practices and artifacts across the organization to ensure compliance with respective policies, procedures and standards
- Monitor business risks including but not limited to tracking funding delays, contract execution, expired authorizations, delayed payments, and advances to subcontractors and vendors
- Prepare reports for escalation/adjudication by senior management as necessary, identifying risks, trends, and key disputes
- Provide mentorship and guidance to our key partners to allow them to develop a strong risk and compliance culture throughout the supply chain
- Provide proactive compliance advice throughout the portfolio to ensure business objectives are achieved in a compliant manner, suggesting solutions, and developing effective communications
- Work closely with global teams to develop and communicate the business continuity and crisis management plans for SCM
- Perform all other position related duties as assigned or requested
EssentialCriteria:
- Working knowledge of one or more of the following technical topics: global collaboration, market dynamics, category management, forecasting and supply planning, strategic sourcing/ procurement, multi-modal logistics (sea freight, airfreight, ground freight), port and staging management, warehousing & inventory management, cross-docking, yard management, material handling, customs clearance, last mile distribution & transportation, governance, strategic planning, insurance coverage requirements, private sector engagement, private sector development, supply chain financing, human workforce development and institutional capacity building, supply chain information systems and data management, data analytics and performance management, governance, and enabling environment
- Strong experience in the fields of purchasing and logistics activities under U.S. Government Prime Contracts and subcontracts under various U.S. Government customers, USAID and/or DoD preferred
- Demonstrated senior/expert level knowledge of various types of FAR-based contracts (such as CPFF, T&M, FFP, FUP)
- Demonstrated experience in all phases of source selection, including competing, evaluating, negotiating, and administering subcontracts, purchase orders and other procurement instruments.
- Strong analytical skills to successfully perform financial reviews, determination of responsibility and other forms of qualitative analysis., data analytics and performance management, governance, and enabling environment
- Experience in commercial items contracting, including the preparation of Commercial Items Determinations for both commodities and services
- Experience with inventory management and distribution procedures
- Experience managing purchasing activities in complex international operating environments including contingency operations
- Experience with providing cost or pricing data under TINA requirements pre- and post- contract award
- Excellent written and oral communication skills (English)
- Ability to operate in a complex and fast-paced environment
- Excellent interpersonal skills and demonstrated ability to interact professionally with culturally diverse staff, clients, partners, and consultants
- Excellent problem solving and decision-making skills
