Horizons has immediate openings for a licensed Project Manager with a focus on the development and design of infrastructure projects for municipalities and community systems. This position would be responsible for civil engineering design and permitting of infrastructure (water, sewer, storm) for our growing base of municipal and community clients. The position includes project and client management. While the position focuses on our infrastructure development market, the position may also support residential, commercial, resort and institutional projects.

Technical Duties:

• Design, manage and take responsible charge of various civil engineering-related project design tasks with a focus on infrastructure projects such as drinking water treatment, distribution, and storage, wastewater collection, road and drainage improvements and other engineering related tasks.

• Prepare and certify reports and permit applications and related materials for local, state, and federal land development, infrastructure, and other related permits.

• Prepare engineering studies and cost opinions for a variety of infrastructure, recreational, and private sector civil design and construction projects.

• CAD Design work

• Construction Services Assistance including construction contract administration, resident project representative management, and preparation of contract and bidding documents. 


Managerial Duties:

•  Project and client management, including effectively communicating with clients and coworkers regarding project scope, schedule, design criteria, budgets, etc.

• Proposal preparation including preparation of project scope, budgets, and timelines.

• Market and grow Horizons’ civil and environmental services to various potential clients in New England

• Project budget, schedule, and scope management

• Monthly client billing under the assistance of the firm’s Accounting Dept for assigned projects 


Required Skills and Qualifications:

• NH PE License is required, and VT and ME licenses are highly desirable  

• Bachelor of Science in civil engineering or related field 

• 5+ years of professional experience in the practice of civil engineering with a focus on infrastructure development and design in northern New England or similar setting

• Experience with AutoCAD design software including Civil3D 

• Technical experience in water and wastewater infrastructure, stormwater, and site design and permitting in New Hampshire or similar regulatory environment

• Sound understanding of civil engineering fundamentals including stormwater/drainage design, surface water hydraulics, water and sewer systems, and roadway/parking design

• Project management experience  

• Strong organization and communication skills  

• Strong technical skills

• Ability to complete field work including carrying equipment and walking undeveloped sites
