Salary: $75,262.72 Annually Location : Justice Center - West Chester, PA Job Type: Full Time, Exempt Job Number: 04127 Department: Probation, Parole & Pretrial Services Division: Adult Probation Opening Date: 11/12/2025 Closing Date: Continuous Weekly Hours: 40 Shift: 8:00am-4:30pm Summary The Supervisor II provides direct management of probation staff using performance auditing, evaluations. Supervisor II's will foster an atmosphere of teamwork and collaboration among officers and other supervisors to achieve common departmental goals. Supervisor II's are expected to be current with research in the field of criminal justice, apply evidence-based practices, and promote their use by probation staff. They actively engage in problem solving departmental concerns and participate in committees to improve workflow efficiency, reduce recidivism, protect the community, improve the lives of individuals under supervision and make victims whole. The supervisor manages the day-to-day work of the office including reviewing and approving documents and reports, maintaining statistical data, completing time and attendance, and other responsibilities as needed. Supervisors must be available outside of standard Court hours. The Supervisor II operates with a high degree of independence in the execution of daily responsibilities. A criminal background is required. Essential DutiesWorks with the Chief and Deputy Chiefs to develop a coherent vision for the department and ensure that all staff members understand the vision and incorporate it into performance of their daily duties. Follow and reinforce the chain of command. Responsible for Day-to-day and On Call duties on a rotating basis. Conduct unit meetings and attend Leadership meetings. Primary oversight and responsibility for training new probation officers or promoted probation officers on policies, procedures, evidence based standards, and best practices. Supervise and motivate probation and parole staff to work to their fullest potential. Assist in development and implementation of policies, procedures, and regulations in accordance with law and Court policies. Ability to make decisions on cases independently and with sound judgement. Use critical thinking skills and creativity to meet the needs of the department and the services provided. Assist in resolving complaints, problematic, or crisis situations involving departmental staff or services. Assist in departmental budget and grant preparation by providing data, resource requirements and other identified information. Utilize appropriate technology and reports to assist in overall departmental function. Review the departmental policy and procedure manual as needed. Supervise and evaluate the performance of assigned staff thru direct observation and the completion of caseload audits on a monthly basis or as needed. Perform six-month probationary and yearly annual performance evaluations of staff. Handle personnel matters and initiate disciplinary action, if necessary. Mentor employees and promote personal growth and leadership skills among officers, reward staff performance with positive feedback and encouragement, provide coaching to staff members, document both positive and negative (coaching's, etc.) staff behavior. Ensure that appropriate and effective staff development, education and training programs are available to all employees. Ensure staffing coverage to maintain operational efficiency and functional performance. Establish a professional image and convey the objectives of the Adult Probation, Parole & Pretrial Services Department and maintain a cooperative working relationship with a variety of programs and agencies that utilize the department's services. Assist in the interview process for new hires and promotions within the department. Supervise specialized programming as assigned. Recognize that supervisor work schedule must be flexible at times for urgent work and/or customer services issues to be resolved. Provide oversight and management of vacant caseloads. Coordinate the Student Intern Program as needed. Maintain JNET and CLEAN certifications. Perform other duties, tasks, and special projects, as assigned or required by the court. Qualifications/Preferred Skills, Knowledge & ExperienceBachelor's degree from an accredited college or university, or equivalent combination of education and experience. At least five years of experience in a job-related field, including supervisory roles. Must complete 40 hours of joint state/county training programs per year. Strong interviewing and investigative skills. Excellent organizational skills. Excellent interpersonal skills. General understanding of Human Resource guidelines and ability to recommend actions in compliance with County policy. Working knowledge of the criminal justice field. Excellent time management skills. Strong verbal and written communication skills. Ability to maintain confidential information and handle confidential matters. Ability to make decisions on cases independently and with sound judgement. Strong professional ethics. Demonstrate ability to actively foster an open, cooperative, and collaborative work relationship within and between the departments, Court Administration staff, the Court and other departments and agencies. A valid driver's license is required. Preferred Skills, Knowledge & Experience: Bachelor's degree from an accredited college or university in Behavioral Science, Administration of Justice or related field. At least Five years of experience in a Probation/Parole field. Excellent management skills as demonstrated by two or more years supervisory experience. Ability to coordinate and direct work assignments. Strong mathematical aptitude. Ability to work as part of a team. Strong customer service skills. Ability to handle and resolve recurring problems. Ability to balance team and individual responsibilities. Exhibit sound and accurate judgement. Intermediate skill to use a personal computer and various software packages. Strong knowledge and understanding of County of Chester policies and procedures. CRN Certification required. (State certification must be maintained as required by law.) Conduct Alcohol Highway Safety classes and Cognitive Behavioral Training. Occasionally, the employee will need to , drive a personal vehicle.. On rare occasions, the employee will need to reach or work with arms above shoulder height; bend at the waist while working, climb stairs; kneel, stoop, crouch, or squat; lift or carry items. There are no specific vision requirements for this position. Work Environment: The noise level in the work environment is usually moderate. Drug and alcohol testing may be performed on clients to ensure compliance with specific court orders. This requires working with bodily fluids, which can pose health hazards (e.g., HIV, Hepatitis, etc.). Other: This position requires professionalism. There may be a need to work extended hours.
