Engineering Project ManagerWe are looking for a highly motivated, proactive, self-starting, organized, and experienced Engineering Project Manager to join our All-Domain Analytics and Signatures Office (A2SO) at the Applied Research Laboratory (ARL) at Penn State. You will be responsible for leading complex executive projects within A2SO, reporting directly to the Head and/or Deputy Head of A2SO.ARL is an authorized DoD SkillBridge partner and welcomes all transitioning military members to apply.You will:Conduct project management activities such as collaborate with management, principal investigators, resource managers, project engineers, and researchers in order to track project cost and schedule milestones, maintain quality assurance processes, and keep the focus on delivering project commitmentsFacilitate communications and lead the creation of task/project budgets, work breakdowns, rough order estimates, task prioritization, and integration plans to include communication between sponsors, investigators, resource managers, project engineers, and technical tradesmen; manage and track project schedule, resources, deliverables, and milestones; and monitor technical project execution to ensure timely and quality deliverablesDevelop new or refined project specific processes and proceduresManage all status collection, reports, and other associated project and/or program documentationOversee the coordination of purchasing and inventory management for A2SO projects, including tracking and monitoring equipment, software, and licensesServe as a trusted point of contact and representative of A2SO for complex projects, managing executive communications and requests with discretion and professionalismDevelop and maintain working relationships with relevant ARL offices; coordinate across ARL's technical and enterprise offices, maintaining alignment with laboratory-wide procedures and best practicesRequired skills/experience areas include:Demonstrated success in project management including tracking project cost, scheduling milestones, quality assurance processes, and the delivery of project commitmentsExtracting, aggregating, and analyzing reports from business software applicationsProficiency in Microsoft Office (PowerPoint, Word, Outlook, and Excel)Effective at presenting in front of groups of professionals, conveying information to drive to action or decisionDemonstrated ability to work through complex issues in a demanding and fast-paced environment, using proper steps to prioritize, define, and formulate ideas to reach a solutionSuccess in environments where various forms of communication and organizational skills were crucial to be effectiveA strategic and operational mindset, with demonstrated ability to manage complex organizational dynamics, navigate conflict, and lead through challengesCurrent eligibility for access to classified information at the Secret level or higher and may be subject to government background investigation to upgrade clearance eligibilityPreferred skills/experience areas include:Microsoft ProjectGovernment, defense, or research environment experiencePast success working complex projects at the executive-levelActive security clearance, at the TS/SCI levelYour working location will be on-site in State College, PA. This position will require travel, approximately 15%, to other ARL locations.Minimum education, work experience, and required certifications:Bachelor's Degree 1+ years of relevant experience; or an equivalent combination of education and experience.
