HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness, Mayor Adams' comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city's history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City's complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.Your Team Situated within the Office of Finance & Administration, the Division of Budget Expense Unit, manages the agency's $1+ billion operating budget, which is comprised of nearly 25 funding streams from city, state, federal, and other categorical sources. The division's staff advise and support HPD's program managers and budget liaisons on matters pertaining to funding availability, grant compliance, cost savings initiatives, financial analysis, and program development.Your Impact As budget analyst, you will play a pivotal role in the operations unit of the agency's Division of Budget. Your work will involve close collaboration with your colleagues in the division, as well as the division's key stakeholders across the agency. The ideal candidate will be a self-starter who can manage multiple priorities in a fast-paced environment with minimal supervision while assisting in orchestrating the work of the professional, analytical budget team.Your Role & Responsibilities Your Role & Responsibilities Under supervision of the director of operations, with some latitude for the exercise of independent judgment, your responsibilities will include:Managing a portfolio of existing and new projects in the Operations Unit within the Division of Budget, and liaising with other agency divisions to facilitate cross-functional communication and collaboration.Contributing to the development of the division's strategic plan by identifying specific goals, stakeholders, and milestones; outlining tasks necessary to execute the plan; and continually monitoring its implementation.Working with the division's operations research analyst to collect and analyze data across various programs, and identify trends, patterns, and opportunities for improvement.Continuously evaluate and enhance project management processes within the division, identifying opportunities for increased efficiency; implement best practices; and contribute to the development of standardized project management frameworks.Reporting on project outcomes to senior management.Minimum Qualification Requirements - A baccalaureate degree from an accredited college and three years of full-time satisfactory professional experience in the development, appraisal, financing, negotiation, or disposition of real estate, or in real estate law, or in urban planning or analytical or coordination work related to housing programs; or - A four-year high school diploma or its educational equivalent and seven years of full-time satisfactory experience as described in "1" above; or - Education and/or experience which is equivalent to "1" or "2" above. Graduate student in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience.
