Deputy Chief Administrative OfficerThe New York City Housing Authority (NYCHA) is the nation's oldest and largest public housing authority with more than 152,000 apartments and over 370,000 residents. NYCHA's mission is to provide quality housing for New Yorkers that is sustainable, inclusive, and safe, while fostering opportunities for economic mobility. NYCHA also administers a citywide Section 8 leased housing program that serves over 200,000 tenants. Since the 2019 Agreement between NYCHA, the Department of Housing & Urban Development (HUD), and the U.S. District Court, Southern District of New York (SDNY), NYCHA has been working under a Federal Monitor structure. The HUD Agreement sets the requirement to create a new Transformational Plan in collaboration with the Federal Monitor and sets forth various compliance related targets for NYCHA across major operational areas. The Office of the Chief Administrative Officer (CAO) oversees the Authority's support services portfolio, including Supply Management & Procurement, Information Technology, Human Resources, Employee Engagement, Customer Contact Center, and General Services. The Office of the CAO seeks a Deputy Chief Administrative Officer (DCAO). This is a newly established executive role within the Office of the Chief Administrative Officer, created to expand NYCHA's capacity to deliver strategic support services that strengthen operations and elevate organizational performance. Reporting directly to the Chief Administrative Officer, the DCAO will serve as a senior executive leader charged with building and overseeing the newly established Strategic Initiatives team and providing leadership support across the CAO portfolio. As a key thought partner to the CAO, the DCAO will play a pivotal role in shaping strategy, driving innovation, and advancing the implementation of NYCHA's Transformation Plan to ensure organizational alignment with core values of customer service, compliance, strategic sourcing of goods and talent, infrastructure support, and operational resilience. The responsibilities of the Deputy Chief Administrative Officer will include, but are not limited to:- Establish and lead the Strategic Initiatives team, setting its mission, structure, and priorities to deliver high-impact projects that modernize operations and strengthen service delivery.- Oversee the Human Resources Department to support its continued transformation into a proactive, strategic business partner that recruits, develops, and retains a qualified and diverse workforce aligned with NYCHA's mission and operational goals.- Oversee the Office of Impartial Hearing, ensuring fair, transparent, and efficient adjudication processes, compliance with all applicable regulations and policies, and consistent, high-quality service delivery to residents.- Partner with the CAO and senior leadership to design and implement strategies that enhance organizational performance, compliance, and a culture of customer service.- Develop and implement key elements of the NYCHA Transformation Plan, ensuring alignment with Authority-wide goals and measurable outcomes.- Lead cross-functional projects and initiatives that improve efficiency, operational resilience, and business processes across NYCHA.- Develop and oversee performance metrics, accountability frameworks, and reporting systems to track progress and outcomes.- Leverage data and analytics to inform decision-making, measure impact, and identify opportunities for improvement.- Represent the Office of the CAO in high-level engagements with internal and external stakeholders, cultivating strong, collaborative relationships across NYCHA and partner organizations.- Lead, mentor, and develop senior staff, ensuring effective management, professional growth, and succession planning.Additional Information1.
