Job TitleThis is a non-civil service position.Salary Range: $64,427.00 - $110,756.00 AnnuallyStarting Pay: $64,427.00 AnnuallyJob SummaryThe Grant Service Specialist III is responsible for managing and supporting funding, procurement, and operational activities specific to forensic services. This position plays a critical role in coordinating grant applications, ensuring regulatory compliance, monitoring grant budgets, and managing procurement processes for supplies and services used in forensic operations. The specialist will serve as a liaison between forensic units and administrative departments to ensure alignment of funding and operational objectives. Responsibilities include the ordering and tracking of reagents, equipment, and service contracts, as well as maintaining accurate records and supporting audits. This position requires strong attention to detail, knowledge of procurement and grant regulations, and experience in forensic or scientific environments.Essential FunctionsOversee procurement activities related to forensic services, including ordering supplies, equipment, and service contracts.Ensure timely delivery of materials and services and maintain accurate documentation and records.Work collaboratively with forensic teams to align funding strategies with operational needs and program goals.Track and maintain inventory related to grant-funded purchases; ensure proper documentation for audit readiness.Ensure compliance with all applicable procurement and grant regulations, including agency and funding source guidelines.Support internal and external audits by providing documentation and responding to information requests.Participate in meetings and provide regular updates on grant and procurement.Coordinate and submit grant applications and reports in accordance with federal, state, and local funding requirements.Monitor and manage grant budgets, ensuring appropriate allocation and expenditure of funds, activities to leadership and stakeholders.Identify opportunities for funding or cost savings and support proposal development efforts.Minimum QualificationsEducation: Have a bachelor's degree in business or a related field from an accredited college or university.AND Experience: Have four (4) years of experience in business, purchasing or grant related area. Three (3) years of education includes master's Degree or certification preferred.OR Equivalency Notes: Have an equivalent combination of education and experience.Knowledge, Skills, and AbilitiesBudget management and financial tracking for grant-funded programs.Forensic laboratory operations, terminology, and supply needs.Contract administration and service agreement processes.Federal, state, and local grant regulations and compliance requirements.Public sector procurement rules and best practices.Additional InformationBackground Check: Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed.Probation: All persons, including current City employees, selected for this position must complete a 1-year mandatory probation.Baltimore City Government is an Equal Employment Opportunity Employer, and we are committed to a workplace that values diversity, equity, and inclusion.
