Employees in this title may be assigned to either the Technical Services Division of the Department of Community Development, City of Rochester, or the Property Maintenance Division of the Rochester Housing Authority. These employees perform their work independently, under general supervision and must frequently perform site inspections throughout the City of Rochester, in all types of weather. The Property Rehabilitation Specialist plans and develops specifications for a variety of residential construction jobs. The Property Rehabilitation Specialist also performs all related inspections and contract compliance duties. This is a Competitive Class position. The individual selected to fill this vacancy will be given a provisional appointment and will be required to participate in the next Civil Service Examination for this title. A qualified applicant may be provisionally appointed and serve in the position until a Civil Service Examination is administered and an appropriate eligible list can be established to make a permanent appointment in accordance with the Civil Service Rule of Three. CITY RESIDENCY WILL BE REQUIRED WITHIN ONE YEAR OF HIRE. Typical Work Activities Inspects property to determine improvements necessary to return to habitable condition using knowledge of the building and property codes, sometimes using a list of code violations prepared by Property Conservation Inspectors; Makes notes, calculates measurements, and draws rough sketches for needed improvements by visually observing existing structure; Prioritizes necessary repairs according to existing health and safety hazards (such as the existence of lead-based paint), building code violations, funding limitations, and requests from management; Reads and interprets blueprints and architectural plans when available, in order to obtain current information on structure under consideration for improvements; Estimates cost of improvements by applying knowledge of current rates of construction materials and labor to information gathered from inspection of project site; Plans and researches most efficient use of available funds by identifying costs of materials of appropriate level of quality and durability, consulting with wholesalers, suppliers, contractors, and other employees; Writes construction specifications and prepares them for bidding; Inspects progress of job periodically prior to recommending authorization of contractor's draw for next stage of project; Meets with contractors when problems arise, explains proper procedures for correcting problems, and defines contract language and terminology; Determines when specifications can be modified so that alternate repair methods or materials may be used or when repairs not specified in the contract may be substituted, in order to avoid cost overruns, and meets with contractor and property owner to discuss changes; Assembles necessary paperwork for finalization of job: getting signature of property owner on Certificate of Completion of improvement, filling in appropriate information on the Claims Voucher, obtaining completed release liens form from contractor, and obtaining copies of electrical, plumbing, or other permits; (RHA only) Serves as liaison between property owner and contractor during the one-year guarantee period following completion of work contract, contacting contractor if problems arise with the improvements. Minimum Qualifications High School Diploma or G.E.D.* AND Four (4) years of experience involved with the execution of construction contracts for residential and/or commercial rehabilitation projects. This experience must include writing specifications and estimating costs and inspecting completed work for contract or code compliance; AND Two (2) years of experience directly dealing with customers or clients, performing tasks such as developing plans, explaining methods and materials, or resolving complaints. (This experience may be acquired at the same time as 1. above.) NOTE: An Associate's degree in Construction Technology or related field may substitute for one (1) year of experience as defined in 1. above. SPECIAL REQUIREMENTS: N.Y.S. Class D Motor Vehicle Operator's License or equivalent and a motor vehicle available for daily use at time of appointment. Employee must complete the requirements for and obtain a Lead Based Paint Abatement Supervisor Certification issued by an organization accredited by the EPA (Environmental Protection Agency), within eighteen (18) months after the date of appointment. Training will be arranged by the City of Rochester at time of appointment. Employee must complete the requirements for and obtain a New York State Basic Code Enforcement Training Certification for building and property inspectors, within eighteen (18) months after the date of appointment. Training will be arranged by the City of Rochester at time of appointment.
