Position: Contract Program Manager

Location: Hybrid - Bloomington, IN (or greater Indianapolis Area)


Position Overview:

We are seeking an experienced Contract Program Manager to oversee and manage government contracts within the defense sector. The ideal candidate will have a deep understanding of government procurement processes, compliance requirements, and program management principles. This role requires strong leadership, strategic planning, and relationship-building skills to ensure successful execution of defense contracts.


Responsibilities:

  1. Manage the full lifecycle of government contracts in the defense sector, from proposal development to contract closeout.
  2. Develop and implement contract management strategies and plans to meet project objectives, timelines, and budget requirements.
  3. Collaborate with cross-functional teams including engineering, finance, legal, and procurement to ensure contract compliance and alignment with organizational goals.
  4. Conduct risk assessments and develop mitigation plans to address potential contract risks and issues.
  5. Lead contract negotiations with government agencies, subcontractors, and vendors to secure favorable terms and conditions.
  6. Monitor contract performance, deliverables, and milestones to ensure adherence to contract requirements and customer expectations.
  7. Prepare and review contract documents, including statements of work, change orders, and contract modifications.
  8. Serve as the primary point of contact for government clients, addressing inquiries, resolving issues, and maintaining positive relationships.
  9. Prepare and present regular reports and updates on contract status, financial performance, and program metrics to senior management and stakeholders.
  10. Stay informed about industry trends, regulatory changes, and government policies affecting defense contracts, and provide guidance and recommendations accordingly.

Qualifications:

  1. Bachelor's degree in Business Administration, Contract Management, Project Management, or related field. Advanced degree preferred.
  2. Proven experience as a Contract Program Manager with a focus on government contracts in the defense sector.
  3. Strong knowledge of government procurement regulations, including FAR (Federal Acquisition Regulation) and DFARS (Defense Federal Acquisition Regulation Supplement).
  4. Demonstrated experience in contract negotiation, administration, and compliance.
  5. Excellent project management skills with the ability to manage multiple projects concurrently and meet deadlines.
  6. Strong leadership and communication skills with the ability to collaborate effectively with diverse teams and stakeholders.
  7. Experience with contract management software and tools is desirable.
  8. Certification in contract management (e.g., CPCM, CFCM) is a plus.
