DESCRIPTION
The essential function of the position within the organization is to coordinate the operations of the City’s Fleet Maintenance Program.  The position is responsible for parts inventory, writing work orders, scheduling vehicle service, writing vehicle and equipment specifications, ensuring compliance with safety regulations, preparing reports, Internal Customer Satisfaction, and special projects.  The position works independently, reporting major activities through periodic meetings.  This position reports to the Central Services Manager in the Public Works Department.

SUMMARY OF DUTIES
Supervises staff, including recommending selection, training, assigning and evaluating work, counseling, disciplining, and recommending termination.
 
Trains and oversees the ongoing development of the Fleet Department to ensure that the City maintains a highly skilled workforce.  Develops and supervises training programs for the fleet department, ensuring adherence to the plan.
 
Develop and implement new or revised operating policies and programs to maintain department efficiency.  
 
Works with all City departments to plan and set priorities in the repair and maintenance of City vehicles and equipment to ensure they are safe to operate and operate properly according to City standards.

Ensures all equipment recalls are performed promptly and schedules recall repairs with the perspective of the department.

Develops and schedules preventative maintenance programs for automobiles, light and heavy equipment, and plans and prepares replacement schedules for all City fleet including heavy equipment.

 Monitors preventative maintenance reports and prepares service/ repair orders.

 Evaluate processes and procedures for efficiencies to minimize vehicle downtime due to repairs whether on-site or off-site facilities
Supervises maintenance tasks, ensuring compliance with safety regulations, and managing inventory to support the efficient operation of the City's fleet
Outsources the repair and maintenance of vehicles and equipment when in the best interest of the city.
Maintains individual vehicle/equipment maintenance records and documents.  
 
Monitors expenditures and prepares the budget, allocating funds for staff, materials, and equipment.
 
Assists mechanics in diagnosing and troubleshooting difficult repair problems and test drives vehicles to check repairs' accuracy to conform to safety standards.  
 
Prepares and maintains reports and records on department activities and vehicle expenditures for management review.
 
Prepares purchase requisitions for the Fleet Maintenance Division.
 
Maintains time and cost records for the Fleet Maintenance Division.
 
Acquires and maintains service manuals and parts lists.
 
Meets with vendor service representatives to discuss issues or gather information.
 
Maintains a list of vendors who perform specialized work involving the maintenance and repair of the City fleet.
 
Gathers and maintains information/data to support periodic and special reports documenting activities for area of responsibility.
 
Institute benchmarks for measuring equipment availability, equipment reliability, promptness and quality of repairs, and success of maintenance efforts in extending the life of the City’s fleet.
 
Communicate with daily reports to various City departments regarding equipment that has been brought in for fleet repair or maintenance with diagnosis and expected completion date.
 
Attends or conducts staff meetings to exchange information.
 
Performs other related duties as assigned.
MINIMUM QUALIFICATIONS
Requires HS Diploma or GED supplemented by specialized technical vocational automotive/heavy equipment maintenance training or closely related field.   
Requires a valid Tennessee Class B Commercial Drivers License.  Current ASE certification preferred.
Requires at least 6 years of related experience with a minimum of 1 year of experience overseeing garage.
SUPPLEMENTAL INFORMATION
PHYSICAL DEMANDSPhysical demands refers to the requirements for physical exertion and coordination of limb and body movement.
 
Requires light work involving standing or walking some of the time, exerting up to 50 pounds of force regularly, and moderate skill in operating machinery, tools, or office equipment
