The Department of Community Health is seeking a qualified Attorney 3 for Medical Assistance Plans (Medicaid). This is a hybrid position that requires in-office and remote work with the approval of your supervisor. Your days of frequency in the office can change at any time during your employment based on the business needs of the organization.



Job Responsibilities

Under broad supervision of the Senior Medical Assistance Plans Attorney, incumbent shall perform a myriad of duties, including but not limited to, providing legal advice and strategies regarding Medical Assistance Plans policies, conducting research on a variety of matters including health policy and regulatory compliance, and serving as the Division’s liaison for agreements and contracts.


Essential duties and responsibilities:

  • Conducts or participates in the development, review, revision, interpretation, and/or implementation of policies, procedures, standards, and guidelines.

  • Understands and interprets state and federal regulations, policies, and legislative action.

  • Conducts legal research and analysis pertaining to medical assistance plans.

  • Drafts and reviews various documents having legal implications on the medical assistance plans, including but not limited to Data Use agreements, Interagency agreements, contracts, and litigation documents.

  • Provides sound analysis and advice on legal, liability, and/or risk management issues related to medical assistance plans.

  • Assists in the development, review and finalizing of legislative requests, budget impact analyses, media inquiries, open records requests, and information requests.

  • Assists with compliance matters relating to the managed care agreements pertaining to the medical assistance plans.

  • Assists with compliance matters relating to the Medicaid State Plan and drafting proposed amendments to same.

  • Other duties as assigned.


Minimum Qualifications

Juris Doctorate from an accredited college or university AND license to practice law in the State of Georgia OR eligibility to sit for the next Georgia Bar examination followed by Georgia Bar exam passage and licensure to practice law in the State of Georgia within one (1) year of hiring OR reciprocity AND Two years of relevant legal experience OR Two years of experience required at the lower-level Attorney 2 (LEP021).


PREFERRED QUALIFICATIONS:

  • Four years of related legal experience
  • Working knowledge of managed care and fee-for-service Medicaid programs
  • Demonstrated knowledge of Governmental budget and procurement processes
  • Demonstrated experience in drafting, negotiating, and enforcing contracts
  • Experience with policy interpretation, drafting, and implementation
  • Demonstrated experience in handling high-volume of compliance matters.
  • Excellent written and oral communication and organizational skills.
  • Excellent organizational skills and strong attention to details
  • Strong management and interpersonal skills and a commitment to fostering a team environment
  • Strong public speaking and writing skills
  • Ability to manage, prioritize assignments, and work within a very fast-paced, quickly evolving organization and to steer and track multiple, complex priorities
