Position: Principle Grant and Contract officer
Hybrid/Remote?: Hybrid, (3 Remote | 2 in office)
Duration: Contract-to-hire
Schedule: 8-5pm
Pay: $25-$27/hr (salary upon conversion)
Hard Skills:
- 3+ years of experience negotiating contracts
- AZ State entity negotiations- preferred
- Ideal candidate will be able to Redline an agreement and Negotiate a contact
- Software: MS Word- Pro experience, must know how to redline Adobe -is a plus Excel- utilizing formulas. (Modifiable excel sheets)- preferred
- BA required- (In business, economics, or Accounting)- required
- 3+ years of Contract grant experience - preferred

The primary focus of the Grant; Contract Officer in Research Administration is to support one or more functional areas within ORSPA by providing contract review, management of all award set-up/project accounting/cash management and analysis of award disbursement to ensure compliance with all applicable university, sponsor, ABOR, state and federal requirements, standards and regulations. This is a professional staff level position in research administration and is the fourth in a series of four classifications. It is distinguished from the Officer II in that incumbents use professional concepts in accordance with ORSPA directives to solve complex problems in creative and effective ways. Incumbents also typically possess a broad knowledge of all functions and operations in a specific work unit and can generally apply judgment and make decisions affecting function or procedures for which they are accountable.
Desired Qualifications:
- Experience with interpreting FAR, contract law, procedures to acquisition and contract administration including change orders, supplemental agreements, terminations, claims and close-out contracts
- Experience with negotiation techniques sufficient to negotiate prices, terms and conditions, contract modifications and settlements
- Experience with various contract types, including firm-fixed price, cost reimbursable and contract methods to include simplified acquisitions, cost sharing, multiple awards, commercial items and special provisions
- Knowledge of cost/price analysis techniques
- Knowledge of export controls
- Support capture activities, to include requests for proposals, cost/price analysis, cost volume preparation
- Provide contractual and business recommendations to technical staff, business leaders, and other leaders
- Experience with complex contract clauses including Service Level Agreements
- Ability to independently resolve complex contractual issues and recommend business solutions to satisfy both internal and external teams
- Ability to create new contract/agreement templates to solve business needs and in accordance with polices and regulations for contracting
- Experience in training staff on various agreement types including both that are funded and unfunded
- Privacy regulation knowledge (e.g. GDPR, HIPPA, FERPA, etc.)
- Ability to coordinate and independently lead meetings/conference calls related to projects which involve senior leadership and upper management.
