Purchasing JobUnder general supervision, performs duties related to the purchasing of supplies, materials, and equipment. Prepares bids and quote requests, tabulates results, and recommends awards for contract and non-contract buying per state statutes, purchasing policy, and procedures. Reviews and resolves discrepancies in purchase orders and receiving documents and verifies accuracy and validity of documentation. Assist with maintaining Fixed Assets.To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Duties include the following:Always be familiar with government purchasing laws, local government, and Texas statutes and abide by the "Code of Ethics".Process requisitions, apply proper commodity codes, and ensure the availability of funds.Solicit "informal proposals" for routine supplies, equipment, and services priced $1,000 - $1,000,000, obtaining prices from catalogs and contacting vendors via telephone or web-based purchasing cooperatives. Orders appropriate materials and supplies at prices best benefiting the County and maintains procurement records.Research and/or write specifications for product requirements.Offer exceptional customer service to user departments. Act as a mediator, as required, between users and suppliers for delivery, quality, pricing issues, etc.Contact vendors to inquire about delayed shipments, problems, or discrepancies in orders received.Assist with fixed assets as required.Monitor the delivery of purchased goods and services.Maintain all purchasing files, including updates (purchase orders, requisitions, vendor files/responses)Locate and develop new sources for purchases.Performs other duties as assigned.Attendance is an essential function of the job.Additional duties:Assists with annual physical inventory of County assets.Assists with new employee uniform fitting.Assists with County auctions.Note: The duties listed above are intended as illustrations of the various types of work that may be performed. Two (2) year associate's degree from an accredited college, or a minimum of 3 years within the previous 5 years of public procurement experience. A Certified Professional Public Buyer (CPPB) or Certified Procurement Professional (NIGP-CPP) certification must be obtained within 36 months from DOH if the individual is not already certified.Desired minimum qualifications:Language skills: Requires the ability to read a variety of correspondence, reports, invoices, requisitions, budgets, forms, logs, catalogs, etc. Requires the ability to prepare correspondence, reports, invoices, purchase orders, etc., using proper format and business etiquette. Requires the ability to speak to people with poise, voice control, and confidence. Mathematical skills: Requires the ability to utilize mathematical formulas, add and subtract totals, multiply and divide, and determine percentages and decimals. Reasoning ability: Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, or diagrammatic. Requires the ability to record and deliver information, explain procedures, and follow oral and written instructions.
